I believe the meet the requirement by filing then with the City Clerk. Unfortunately, you need to visit the City Clerk's office to view them or get them copied. They, the City Clerk, may PDF them to you if you ask.
My point is that they should be filed on the SOS site as the Charter Review Commission did.
