The Columbia Park Neighborhood Association (CPNA) Board of Directors ended the year 2003 by approving a set of community standards at its meeting on November 17. Directors looked to the standards of the St. Anthony West Neighborhood Organization (STAWNO) as an example of what a neighborhood can do to build a stronger sense of community.
CPNA directors decided that the STAWNO standards would prove useful for the Columbia Park neighborhood. Before the standards passed, however, Columbia Park directors amended the quiet hours standard to end at 7:00 a.m., concurrent with Minneapolis city ordinance, as opposed to 9:30 a.m. in the STAWNO version.
The board stipulated that for the community to truly embrace the standards, neighborhood residents would have to ratify them at the annual meeting in May 2004. Residents are free to propose amendments and revisions to the standards before they are ratified at the May meeting.
