(Jim Newell) Noise, pollution and hazards are still a neighborhood deterioration problem on our southern boundary due to old planning policies that placed a priority on the rapid movement of as many cars as possible. Old policies did not consider the negative consequences created for the neighborhoods. A wall like the one along Rural would provide additional safety, lower the noise level and improve our image problem. The wall is currently still on city?’s list of ?“unfunded?” Capital Improvement Projects.
