An application has been filed to change zoning from Commercial Retail (CR) to allow a Special Use Permit (SUP) for two clubs at 3211 and 3221 W Northwest Highway. The case number is Z990-103 filed by Antonio Charles, the owner of El Tormento Night Club. The building and property is owned by Duncan Burch and is leased to Mr. Charles. Burch Management operates Chez Pussycat, a topless club, located between the two clubs where Mr. Charles has applied for an SUP. SUP was DENIED

The Bachman / Northwest Highway Community Association proudly announces that on 12-02-99, the City Plan Commission unanimously voted to deny a Special Use Permit for El Tormento and Lake Paradise Sports Cafe to operate as a Bar / Tavern.

This location is zoned as Commercial Retail and therefore cannot legally operate as a bar / tavern without an SUP. The ruling of the CPC was that the location was too close in proximity to single-family residences and would therefore have a detrimental effect on the neighborhood. In our area that is already seriously impacted with alcohol-related businesses, this denial is a welcome relief.

The BNHCA has worked diligently for many years to improve quality of life and promote economic growth in the Bachman community and is very pleased to have received unanimous support from the CPC for our efforts.
