DAVID STREET BLOCK CLUB
BY-LAWS
ARTICLE I - Name
The name of the organization shall be the David Street Block Club. Hereinafter referred
to as the Block Club.
ARTICLE II - Area
The Block Club area shall include the following addresses:
1490 David St. to 1605 David St.
ARTICLE III - Purpose
The Block Club was organized to enhance the neighborhood by being able to better
address problems, support one another when and where difficulties exist, assist in protection of
our person and property, recognize political candidates, give comfort to those in need, report
problems / potential problems, and other projects deemed appropriate by the Block Club.
ARTICLE IV - Membership
Section 1. The Block Club membership shall be open to all residents who live in the
Orange Mound community and pay dues according to the stated amount.
Section 2. The membership fee shall be set by a majority vote of persons present at a duly
schedules meeting.
Section 3. The membership toll shall be kept by the secretary.
ARTICLE V - Officers
The Block Club shall elect the following officers:
A. President
B. Vice-President
C. Secretary
D. Treasurer
E. Chaplain
F. Sergeant-at-Arms
ARTICLE VI - Executive Committee
The Executive Committee shall consist of the following:
A. The elected Officers.
B. Each Street Representative
ARTICLE VII - Election
The election of officers shall be held at the annual meeting during the month of
November in even numbered years.

ARTICLE VIII - Meetings
The Block Club shall hold at least two meetings per year. The annual meeting being in
November.
Section 1. A quorum shall consist of seven members, two of which shall be elected officers.
Section 2. Special meetings may be called by the president.
ARTICLE IX - Dues
Membership dues to the Block Club are due on January 1st of each calendar year, and
delinquent after February 15th. If dues are not paid by February 15th, all residents of that address
are classified as inactive.
ARTICLE X - Vacancies
Should a vacancy occur, it may be filled at the next regular schedules meeting. The
person elected shall serve out the unexpired term, however, he/she is eligible to be elected for a
full term at the next election year.
ARTICLE XI - Order Of Business
The order of business of the Block Club shall be conducted according to Robert?’s Rule of
Order.
ARTICLE XII - Youth Participation
All youth of the Block Club shall adhere to all of the above. A Youth Block Club may be
adopted.

Neighbor Pledge
As a member, I further pledge to aid and assist in the following:
1. Remove paper, bottles and other trash from my property.
2. Remove garbage carts from front as soon as possible after collection has been made.
3. Do not allow grass and shrubbery to become overgrown ( Sec 16-457, Sec 16-458 )
4. Report street lights out as soon as possible.
5. Check with neighbor on any strange vehicle parked after 24 hours and then notify MPD.
6. Report any unusual activities that could negatively impact the neighborhood.
7. Report the playing of radios or creating unnecessary noise ( Sec, 22-2, 22-3, 22-4 ).
8. If resident has animals, will not allow the animal to run lose ( Sec. 3-40 ).
9. Reframe from parking on the lawn ( Sec. 48-211(c), Sec. 48-2 ).
