HOME OWNERS ASSOCIATION QUESTION

ORCHARD HILL HOME OWNERS ASSOCIATION QUESTIONS

1 - Do we want or need a Home Owners Association ? After all, we are subject to the City of Milford regulations. Some of us have lived here 4 yrs, without a Home Owners Association. We
should vote on this before establishing an association.

2 - What are the rules & regulations of the Home Owners Associations ?

3 - If regulations do exist some of us have never received or seen any such regulations. Any regulations should be distributed to every home owner and voted on before they are accepted.

4 - Some property owners are receiving communications about fees and meetings without any explanation. Some property owners have not receiving anything.

A) What are the fees to be used for? There are aprox.169 existing homes in the development and @ $150 a house = $25,350. Plus 25 vacant builder lots @ $150 = $3,750 TOTAL FEES = Aprox. $29,100.00
B) All fees should be voted on by the home owners before assessing.
B) Do you have a detailed budget for the fees. Is it in writing? Has it been distributed to home owners ?
C ) The detailed written budget should be distributed to the home owners and voted on before establishing and assessing fees.
D) Some home owners have received a letter calling for a meeting on Feb 28 but the letter did not state were the meeting was being held.

IF A HOME OWNERS ASSOCIATION IS ESTABLISHED - QUESTIONS

1 - Who pays for the upkeep of the unsold lots, developer or builder or Home Owner Association?

2- Who pays for the snow removal? The City of Milford should pay for snow removal ?

3 - Who pays for the upkeep of the storm water drainage system, the City of Milford ?

4 - Who pays for the upkeep of the storm water retention ponds. The City of Milford or the
home owners.

5 - If the home owners have to pay for the up keep of the storm water retention ponds, then they
should be inspected by a private consulting firm, city, county and state and brought up to city, cunty and state regulation & standards, before turning them over to the Home Owners Association.

6 - The common area at the entrance is nothing but weeds and should be
re-seeded an brought up to and acceptable standard before turning it over to the Home Owners Association.

7 - What services are we receiving for the high taxes paid to the City of Milford ?

someone actually is thinking here !! my thoughts exactly...whoever wrote this is RIGHT ON THE MONEY....maybe we dont need no stinkin' association! (lol)
and if we do lets not be too quick to accept responsiblity for all of the above....because like I mentioned in a previous post...the maintenance of the stormwater drains etc may get quite expensive...we should re-negotiate to take over control once this development shows signs of being near completion...(not gonna happen soon with a housing slump and recession)...
so whenever/wherever this meeting is ...dont be afraid to tell the lacrosse rep to ''shove'' their association...and stop trying to dump and run on us...
GREAT QUESTIONS

First of all great questions. Now these are real issues. I feel the same way if we are in City limits and pay high City taxes then the City should be paying for alot of the issues we have: grass mowing in the common area. snow removal, etc. As for the booklets you can thank S. Keeny for not handing them out to home owners when she was in the community(things really got confused in the neighborhood) (ONLY WORRIED ABOUT SELLING HOMES, THE BIG MEAN GREEN)this is later on when homeowners where doing things on there property and didn't know the rules. The HOA we have now is really a joke, look at how some homes have planted things without approval, shed roofs not matching homes, clothing lines, company trucks parked in the road, walking of pets without a leash, homeowners letting the pets run free around the nieghborhood. I believe HOA's are only as strong as homeowners make them and if they don't all that money you pay out is worthless. I also believe that the outside company's that do Hoa's are really all about the money. I got the bill and will not pay this until everything is worked out. It's funny before our neighborhood was developed it was never under City limits , but when they knew all the new homes would be built they extended the City limits to our community so Orchard HIlls would be within City Limits (more money for the City)(it's all about money, most things are). I never got a letter about a meeting. I really feel bad for the people that pay for this and they don't know why and for what. I hope at the meet something will get worked out. I think your posting is a very good posting and I hope some good ideas and issues come from it. Great questions for the meeting (WHENEVER IT IS)

Lacrosse just wANts to get out of the HOA so they don't have to deal with anything. I HOPE IT'S NOT TO LATE, THEY MAY HAVE ALREADY SIGNED WITH THE DEVIL. GREAT GREAT IDEAS....LOVE IT. WHEN IS THIS MEETING....I HAVE SO MUCH TO SAY. I THINK I WILL EXPLODE.
