EAST MINNEHAHA
NEIGHBORHOOD ASSOCIATION
BYLAWS

I. NAME

The name of this association shall be called the East Minnehaha Neighborhood Association.

II. OBJECT

The East Minnehaha Neighborhood Association is established by the residents in order to unite the common interests and promote the welfare of the neighborhood and its residents. The Neighborhood Association shall concern itself with a variety of problems including, but not limited to, the matters affecting livability and quality of the neighborhood and the community in general.

III. BOUNDARIES

North: N.E. Minnehaha Street

East: N.E. Andresen Road

South: N.E. 51st Street

West: N.E. St. Johns Road

IV. MEMBERSHIP

The membership of the East Minnehaha Neighborhood Association is open to all residents, home owners, managers of multiple-family dwellings, non-profit organizations and businesses within the boundaries of this neighborhood.

V. OFFICERS

The officers of the East Minnehaha Neighborhood Association shall be a president, vice president, and secretary/treasurer. The above officers shall preside over all meetings, planning sessions and activities of the Neighborhood Association.

VI. MEETINGS

The board of the East Minnehaha Neighborhood Association must meet not less than once every two months to discuss neighborhood business. All decisions made by the board must be confirmed by a meeting of the general membership. All decisions must be reached by majority vote of the membership attending the general meeting.

VII. EXECUTIVE BOARD

Members of the Executive Board will include the officers and committee chairpersons. All officers must reside within the boundaries of the neighborhood.

VIII. COMMITTEES

Special committees to handle specific concerns may be appointed by the executive board as necessary.

IX. VOTING

All eligible members eighteen (18) years or older are entitled to one (1) vote, but must have attended a general meeting within the previous six (6) calendar months prior to the current meeting. This requirement pertains to all neighborhood matters except for the election of officers, which will require members to have attended at least two (2) general meetings in the prior six (6) calendar months. With the exception of the first general membership meeting of the association at which the election will be held and bylaws are amendable.

X. ELECTION OF OFFICERS

Officers shall be elected annually. Officers are limited to two terms consecutively. Elections to refill vacant positions shall occur whenever such vacancies occur.

XI. AMENDMENTS TO THE BYLAWS

These bylaws may be amended at any general meeting by a two-thirds (2/3) vote of the membership attending the meeting or represented by mail-in ballot. The proposed amendments having been submitted in writing and read to the attending membership at a general meeting at least one week before voted upon.

XII. FUNDING

Membership fees shall not bar any resident from membership or voting. Voluntary contributions, contracts, grants, subscriptions or fund-raising activities may be used by the Neighborhood Association.
