A Neighborhood Organization holds elections every year. It is expected that every Officer return all acquired paperwork and documents to the Organization when no longer in that office. If someone leaves or is voted out of office then does not return nor when asked to do so will even respond to the question, would that be considered stealing? I think so. What do you think?
