Code compliance

I am not sure why we have a code compliance anymore. When we moved to this neighborhood 22 years ago, people genuinely cared about their property and respected other. Now we have illegal fences up junk stored on driveways and inoperable vehicles sitting for months or years now without moving. We had a neighbor who's son had a wreck and the car was in the drive a month before the insurance was settled. The family was told to move the car or it would be towed. So they pushed it into their garage. Now we have all kinds of boats commercial trucks, commercial tractor and trailers, wreckers parking all over the neighborhood making ir look in some areas like a junk yard. I know ther are several violations here that no one has ever addressed. So what does code compliance really do.. Next topic is the pool. We have discontinued our membership since the pool hours only seem to fit the schedules of those who run it. Why do we need set hours except for hours when we need life guard. The rest of the time the pool should be for open swim with adult supervision. I used to come home from work at 7 and wanted to go for a swim but the pool was closed and the code to the gate was a big secret. No matter how much we upgrade our property, there are neighbors who don't discipline their dog, control thief cats, and kids with loud music at 2 am in the morning. Where is code compliance then or is there a code for such items. I would like to see a copy of the code published sometime in the sunburst. Maybe one day we will consider rejoining the association when there is some control again.
