Can a car parked in this fashion be towed? This happens Often

I also agree with the OP that this is happening way too often.  This also includes parking overnight in front of other home owner's property and parking all along the curves and coves which is a major safety concern and also in violation of city ordinance.  It also wouldn't hurt to have some well place speed bumps around the HOA as speeding is on the rise.  Thanks
