Dog leash law

A neighbor n I while walking our dog on leashes absurved an unleashed dog running free which ran right for our dogs. One dog was scared n had to be picked up the other was more defensive n excited n had to be picked up. Both our dogs would have gotten out of our control had we not picked them up before the loose dog got to them crossing the street. We then observed the young boy who was apparently with the unleashed dog. He called for the dog from the playground but the dog did not listen, instead continued to come at our dogs. Then we noticed the owner of the dog was in his drive way watching n doing nothing. My neighbor asked the owner if he was aware of the county leash law n he did not answer. Then repeating only telling him this time , he replied under his breath in an annoyed tone" yea.. I know". My neighbor told the dog owner he needed to have the dog on a leash as the law requires everyone to do. Again he said nothing. It was apparent he did not care nor was he appoligenic. My neighbor has seen the man several times in front of her house w/ the dog unleashed walking the neighborhood n NOT picking up the poop the dog leaves behind on her property n the park area. She has also observed other neighbors walking unleashed. More recent I have observe a pit bull unleashed n alone roaming a street in the neighborhood. There r 3 known homeowners in this neighborhood who are repeatedly n knowingly breaking the law. If ur too cheep to buy a leash n coller try dollar tree.Be far warned that we will be calling the SPCA every time u r seen breaking the law. The law is there to protect the children, property, n safety of all respectable homeowners and their pets as well as yours. Do the right thing.
