The Far Northwest Coalition (FNWC) met for its regularly scheduled meeting at the Northwest Library. Members present of the FNWC were John Best, John Murley, Ann Brodeur, Jayne Hopper, Mark Seeger, Rick Cook & Rich Herner.

John Best opened the meeting at 7:00 p.m. with introductions of the Coalition members. Minutes from the previous meeting held September 27, 2000 were approved as submitted. Treasurer, Ann Brodeur reported that the bank account had a balance of $481.76. Coalition members were also reminded that dues for the year 2001 would be owed shortly.

Best reported on the Recreation and Parks Master Plan meeting. He said that under a dedicated parkland ordinance, developers were supposed to set aside land for parks or in lieu, make a cash donation. Of the $500,000 earmarked
for parkland purchases, only $42,000 had been collected so far through the ordinance.

Best also reported that he had spoken to Paving The Way and, weather permitting, State Route 315 should be completed in the next two to three weeks. In addition, I-270 is still planned to be finished by December 1 and they are shooting for Thanksgiving. He also informed the group that a signal study is planned for the intersection of Billingsley and Smokey Row. Also, a signal study at Summitview and Sawmill was recently completed and the data is currently being analyzed.

Best advised the group that the Development Commission recommended disapproval of the zoning variance for the Shell station at Snouffer and Sawmill until a complete landscaping plan had been submitted. The Development Commission also recommended disapproval of the zoning change for 845 Linworth Road East. A site visit is being set up for Council members and aides to see the site before it goes to Council vote. He also said that MORPC did not approve the initial request for funds for a treed median on Hard Road.

Murley reported that a Clean Up Day for Hickory Woods Park off Summitview (backs up to Cherrington) was set for Saturday, October 28 at 10:00 am. In addition, there will also be an informal meeting with Recreation and Parks
personnel.

Hopper reported that she had received a call from a resident that backs up to the Cherrington development. A Cherrington resident was adding a deck even though there was to be no additional building in the back of these homes. In addition, there is some question about the fence around the property in relation to the zoning text. Hopper said that she referred the inquiry to Code Enforcement.

T. J. Black of the Columbus Division of Refuse Collection and Cliff Treyans of Lorz Communications spoke to the group about a pilot recycling program which will take place in the Foxboro and Summerwood areas. The program
should begin around the first of the year and run for five months. Lorz Communications is in charge of marketing for the program. The City will review the results as a one possible alternative to the current recycling program. Billing for recycling with Rumpke is being addressed. Questions on trash collection and other related issues may be directed to 645-TRSH (8774).

Steve Anderson, superintendent of the Dublin City Schools and Kevin Shoemaker, chair of the Good Schools Committee in Dublin presented information to the group on the Dublin Schools bond package on the November
ballot. The bond issue does not involve any new millage and would not raise any individual's school taxes. Funds would be used to build a third high school, an 11th elementary building, repair other buildings and upgrade technology and the curriculum.

Hopper then asked about the number of stories for the buildings being built in front of Andersons as well as about some apparent sign and graphics changes at the Sun Center. She will contact Code Enforcement for answers to
those questions.

There being no further business to come before the FNWC, the meeting was adjourned. The next regularly scheduled meeting will be held on Wednesday, November 29, 2000 at 7:00 p.m. at the Northwest Library on Hard Road.
