What is the Policy for neighbors who won't repair the Fence facing his property, which is his reponsibility. He put up the Broken board and it fell off the Fence. This has been 2 Month ago.

Well most HOA's consider the fence between properties to be "community property" and the responsibility of the owners on either side.  I am not sure if that is the case here in Fox Run.  Legally, (and I am not an attorney) it is the responsibility of whomevers property the fence is actually on.  You can determine this by looking at your property survey.

However, if there is a dog involved, then whomever has a dog is required to maintain a fence to keep the animal secured, of atleast four feet in height, by City Code.  There are some other fences required by the City, but it sounds like they don't apply in your case. Clear as mud right?
