ASSOCIATION MEETING MINUTES
Association Meeting of January 25, 2005

Meeting called to order at 6:32 PM by Jose Lopez, president, conducting.
1 WELCOME and INTRODUCTIONS: All 42 attendees, including:
• Mr. Fernando Reyes, Field Rep to Assemblywoman SHIRLEY HORTON.
• Ms. Elyse Lowe, Council Rep to Councilmember JIM MADAFFER, CD7.
• Mid-City Police Captain Bob Kanaski (surprise visit)
• Ms. Sue Blackman, City of San Diego Water/Waste Water Department and her entourage of City Officials.
• Police Officer Rick Castro, Community Relations, City Heights, East
• Mr. George Andrade, Land Use Supervisor, City of San Diego

2 UPDATE(s) and ANNOUNCEMENTS:
Happy New Year, everyone! Agenda Procedures: Jose gave a reminder that agenda minutes need to be submitted for Board consideration, approval and minute allocation previous to meeting date. Leftover spoon, Board will meet this January 25, 2005; CDBG proposals for street lights on Euclid, sidewalks for Auburn, Sweeper Signs, parkland and Code Enforcement; CHAPC Election [March 07, 2005 from 3-8 PM], need for candidates and volunteers, please step up to the plate and show up to vote; important meeting dates; request for 20 minutes agenda time [next month] from Affirmed Housing Group to present the Auburn Park Project [Univ & 52nd Street]; CROSSROADS, parks update.

4 NON-AGENDA PUBLIC COMENT:
Officer Rick Castro: Advised on brainstorming meeting on Prostitution Solutions, 01/19, at Mid-City Police Sub-station [Fairmount Avenue], 6:00 PM, and invited everyone to attend, supply solutions and ideas to solve problem.
Susan: M-80’s on Castle Avenue out of control during New Year celebration.
Mr. Diaz: burned house on Auburn needs boarding up specially the under front porch part – use for sex and drugs - children walking by.
CHCDC Representative: Committee Teralta West Park 1/26, 5:00 pm Community Room, 39th and University.
A neighbor: band of kids rampaging through Wightman Street vandalizing and braking into vacant housing, playing in the canyon with firecrackers, report given in more detail to Officer Castro.

5 PEP’s REPORTS:
Ms. Elyse Lowe, Council Rep to Councilmember Jim Madaffer: Update on Park/grant: still negotiating. Home/Euclid Gateway Project to schedule to start on or about February 05, 2005. Chollas Lake: currently closed for repairs, due to mud from rains. City Heights Business Association: Clean & Safe Program along University Avenue, Monday February 07, 2005 ceremony/meeting/opening – to organize brochures – more information, community issues, please contact office @ 236-6677.
Mr. Fernando Reyes, Field Rep to Assemblywoman SHIRLEY HORTON. Assemblywoman on first legislative session on 01-03-05, getting legislative package ready for the Governor – Budget cuts updated- revenue projections on May – Community Coffee w/Horton on 1/20 @ Rolando Park Elementary School – More information, please contact office at 462-7878.
Jose requested dates for a Coffee for a FCNA meeting.

6 PRESENTATION: “Proposals for the maintenance of sewer mains in the Fox Canyon Areas”. Sue Blackman w/City of San Diego gave a 7 minute video presentation [with surround sound], on canyon sewer/access design consensus, Q&A, followed.

Mid-City Police Captain Kanaski [surprise visit]: Ideas for Mid-City – needs, help w/input and strategies to plan for the year – three service areas - Three Issues:
1 Reduction of violence was over 2% over last year
3 Reduction of property crimes/burglaries, auto theft and car prowls down significantly.
4 Resources of Mid-City best use of officers and to put them where we need them most.

7 ASSOCIATION ISSUE [Jose Lopez, President]: Choosing a Rep to the City Heights Town Council: three candidates, Al, Gretchen and Mauro Diaz. Gretchen was appointed by a unanimous 27 yes votes. Meetings: First Tuesday of each month.

8 NEIGHBORHOOD CONCERNS: None.

1. ELECTION RESULTS:
Distributed to Board Members and posted on the website.
2. BOARD SABBATICAL:
Historically the Board does NOT meet during the Holidays. The next Board meeting is scheduled for Juanuary 27, 2004.
3. CORRESPONDENCE:
a) A Thank You letter was sent to Assemblemember SHIRLEY HORTON for gifting us and leading the COMMUNITY COFFEE. Meeting attendence increased 100 percent, plus one, due to Assembymember Horton's visit.
b) Extra flyers are in need for the Loop Auburn/Wightman, NO PARKING, street sweeper notice.
c) In due time correspondence will be mailed to Mr. LOU SMITH, Chair of the JPA, Mr. GREG SHANNON, of Sedona Pacific/Lankford Associates and Mr. JAMES SILVERHOOD, President, Affirmed Housing Group.
4. DECEMBER'S MEETING:
Organize a potluck party?
5. PRESENTATION:
Ms. GINGER HITZKE, Senior Project Manager (Affirm Housing Group), 52nd Street School Site study area, planned development for parcel "C".

The old Board, its Officers and send THANK YOU LETTERS to retiring Board Members SUSAN and SANDRA GLOUDEMAN.

as per report Inspector of Elections Report and Certified by the Secretary.

II. PLANNED DEVELOPMENT, PARCEL "C" (University/52nd Street), by Ms. GINGER HITZKE, Senior Project Manager, Affirmed Housing Group.
