Town of Foxfield

On January 8th, an Arapahoe County Commissioner put out information that Foxfield is receiving money from the Conservation Trust Fund for 1) open space, 2)trails and/or 3) a park in the town.

I would like to know where is the park going to be located? Does the town own land for this? If so, is it possible to sell the land to replenish the diminishing coffers of the town instead of constructing a park?

I would also like to know about the plans for the trails to be built. Where are the trails going to start and end? Are the plans drawn for these trails already? Are the trails even under consideration at this time? If not, why not?

Finally, I think the citizens should be made aware of the open space for which we are receiving funds. Where is the open space going to be located?

If the above three are not in the plans, where is the money we are receiving going? How is it being used?
Why isn't the money being used for these three improvements to our town?

Answer these three questions, Board of Trustees before you receive my vote in April.

These questions have been discussed numerous times in the town board meetings over the years.

Since the money for the CTF that is received is small, it is being accumulated according to State requirements in a separate account (as noted each meeting in the Treasurer's report). These funds will accumulate until there is sufficient amount to utilize. By law, the money can not be used for any other purposes. Currently the amount in this fund is about $35,000. (I'm sure it would be illegal to launder this money by purchasing and subsequent reselling of land).

Possible park and trail locations have frequently been under discussion, as well as purchasing land for use as a park. Like any municipality, the town would have to purchase land for a park, so the park would be located where land is available.

Both equestrian and walking trails have been discussed. There are only a few easements through private properties for these purposes, and plans would have to be developed to set aside easements and pursue trails further. To date, the residents have expressed only limited interest in trails.

Easements for Trails

I am not the sharpest knife in the drawer, so please put up with my naive questions. Please explain to me if the town is going to condemn property or try to seize property for the trails? Is the town going to pay property owners fair market value if they plan on purchasing these ''easements''? What will happen to our quality of life if trails are built across/near our property lines using these easements? What amount of pedestrian/equine traffic is expected? Has a study been proposed to uncover the traffic? Will these trails be open 24 hours a day? Will they only be for residents of our area? If so, how will we stop non-residents from using them? Will we have to get the license number, color and breed of horse in order to possible report a non-resident from using our trails?
