Water District Election Results

Grandview residents approved the creation of the Water Conservancy District by a vote of 81 in favor and 32 opposed. Although it is approved, there are several important issues.

The challenge to the ballot language by Mr. Lance Ingalls was upheld by District Judge Paul King. That ruling allowed the question to form the water district to continue, but blocked the mil levy provision, which was ruled as not supported by the statute, nor by Judge King?’s original order for the election.

While Grandview Estates has the legal foundation to form the water district, it is nearly powerless for lack of any financial resources. Judge King?’s stated intent from the October 27 hearing is for first Board of Directors to propose budget, and then hold a new election to gain approval for a mil levy.

The next step for Grandview residents is to encourage and support at least five(5) of our neighbors to apply to Judge King to be the first directors of the Water District. The Colorado law is specific that only landowners of Grandview Estates can be appointed and that they must be ?“?…knowledgeable of water matters.?” The original election petition also requires that the Directors be residents.

Further discussion on these issues will take place during the December 13 meeting.
