President Bill Phillips called the January 15th 2004 General Meeting of the GCA to order at 7:00 PM, at Holy Spirit Church, 2300 Hickory Crest Drive, Memphis. Minutes of the October 2003 meeting were approved.

Featured Speaker: Vice-President Mark White then introduced Bob Patterson, Shelby County Trustee. Mr. Patterson, now serving his fourth term in this position, described the functions of his office as revenue forecasting, banking, and the billing and collecting of County taxes. He oversees a budget of $1.5 billion each year. A resident of Greentrees, Mr. Patterson urged members to take an interest in activities of the Shelby County Commission, then answered questions from the audience. President Phillips thanked him for his presentation and for his service to the citizens of Shelby County.

By-law Changes: Bill said the Executive Committee, at its December 2003 meeting, had adopted changes in GCA By-Laws VI and VIII in order to make the Block Captains Coordinator a member of the Executive Committee. Russell Hill presented these amendments to the By-laws which were unanimously approved by the General Meeting.

Guy Treece made a motion that the By-laws be further amended to divide the duties of the Kirby Parkway and Holmes Park Representative. It was adopted unanimously.

Garden Club Activities. Wilma Goode reported that 8 Gardens will be featured on the June 5th Tour. Profits from the Tour are dedicated to the upkeep of Kirby Parkway, Holmes Park and other neighborhood projects. Last year, $3,000 was contributed by the Garden Club. Wilma urged continued support by the residents, otherwise dues revenue would have to be diverted for these projects. Three gardens are needed to complete the tour. Volunteers should contact her, Joan Vegezzi or Cecile Nowak.

Yard of the Month: Supervised by Joan Vegezzi and 7 other members of the Club, Yard-of-the-Month requires unanimous agreement. The following are recent selections:
December 2003 - Dorothy and Earle Billings - 6751 Wild Berry Lane;
January 2004 - Odie L. and Linda Knight 111, 5599 Larch Lane.

Storm Drains: The Garden Club cautions residents not to allow leaves or trash (loose or in bags) to clog storm drains. Both yard-cleaning crews and residents have been observed doing this. Our Area has flooded in the past when drains clogged. Please keep leaves/trash bags out of the street - place them on your median strip until picked up by City of Memphis.

The 4th of July Parade and Celebration was such a success that it will be continued in 2004 - even BIGGER and BETTER. Watch your Newsletter and GCA's Website for further details.

Newsletter Editor Earle Billings reported that family emergencies prevented issuance of Newsletter prior to the January 15th General Meeting. Thanks to Pam Brown, all members of Greentrees received a telephone call with specifics about the meeting and he prepared a two-page handout which was given to all who attended. News was also carried on GCA's Website.

DUES & NEW DIRECTORY: President Phillips also announced that the new Directory was available for $5.00 to those who have paid 2004 Dues ($30.00 to New Members, of which $25.00 would go for 2004 Dues) See V.P. ANN BROWN, or your Block Captain. (Contact Joan Vegezzi: 754-5485 if you need the name of your Block Captain.) He thanked Ann Brown for the excellent job she has done in
achieving the highest rate of participation on record.. (See Ann Brown's separate letter and envelope enclosed)

Old Business: Contact will be made with the Assistant District Attorney about residents' concerns about the property at 2254 Kirby Parkway. He also stated that efforts would continue to get Park Commission approval for a light in Holmes Park. Greentrees would have to pay for electricity.

New Business. Mr. Phillips stated that residents had expressed need for left-turn signals at Kirby Parkway and Poplar Pike. Max Stainbrook said he had contacted officials in Germantown, who advised they would soon be putting up a new crossing guard and traffic lights at this intersection, which is within their boundaries. GCA officers were requested to monitor the situation.He commented also that the City of Memphis had been filling a large hole at the new bridge on KP. with pieces of concrete.

Cindy Williams also reported that Developer Walter Wills had offered to contribute toward improvements in Holmes Park. This was noted with appreciation.

Condolences: to Earle and Dorothy Billings, on the death of his brother, Lt. Col. James Billings, January 7 .... to Carolyn and Bill Pickens on the loss of her father.

Lost:During the last days that Holy Spirit Church was displaying its outside Nativity Set a donkey and a sheep went astray. If you know their whereabouts, please call the Church: 754-7146 They just want them back in the fold! If they suddenly appear, no questions will be asked. They will consider it an answer to their prayers.

Lost/Found Pets: Call Mary-Margaret Ware at 756-5826 for any pets in this category. MM: Can you expand "PETS" to cover "a donkey and a sheep" to aid Holy Spirit Church! Or "eye-glasses" which Max Stainbrook at 2267 Hickory Crest found?
