Recently, I was three cars back at Monroe/Almeda when I saw a charger take a left on red. I knew there was a police officer at the light (1st car) and thought-they saw him (there were 2 officers in this HPD suv). Nope, they did nothing-why? Because they are sitting there looking at their phones instead of being vigilant. I witnessed this for myself as I approached Monroe and Airport-both sitting there looking at the passengers phone-laughing-WTH.
