Land Use

Land Use Rep., Sylvia McFarland, outlined the latest developments in the ongoing series of conditional use violations by Cedar Sinai Park (CSP) administrators. Modest fines are being ;imposed. Hayhurst Neighborhood Association (HNA) sent letters to Commissioners Hales and Franceconi. Hales seemed to favor stepping up enforcement while Francesconi favored a session between CSP and HNA. At issue is the use of the Good Neighbor Agreement as an effective vehicle for dialogue and resolution, CSP counsel’s position, city enforcement, a traffic analysis for evaluating added traffic generated by expanded services and programs for these types of assisted living facilities. CSP publicly announced this week plans to acquire the adjoining Alpenrose property (10 acres) to construct additional units (currently CSP reports holding over 3,100 events per year) as well as plans to develop their property north of Boundary Street with apartment construction, partially in an R5 zone. HNA is concerned with the difficulties that have developed and is observing the city’s behavior in handling the situation, with hope, resolve, concern, and some wonder.

SWNA Board Report:
Lillie Fitzpatrick attended and reported on business conducted. Highlights included the beginning of the Hillsdale Farmers Market the first Sunday in June and a spirited discussion about waiving environmental fees for trail building that passed with the chair breaking a tie vote.

Parks:
Joe Higgins reported the SWNI Parks Committee will be meeting in Parks for the summer.

Off-Leash Proposal:
Data and information are under review with a focus on the eventual closing of Gabriel Park.

NEW BUSINESS
Drainage Maps:
Need updating/comments and error corrections.

SWNI/SOLV Cleanup:
Proclaimed a success and good experience with the next effort scheduled for June 14th.

National Night Out:
Lillie Fitzpatrick expressed an interest in holding a NNO event on August 6th at Alpenrose. In addition, HNA encourages residents to hold block parties during the summer to get to know their neighbors. Call the Southwest Neighborhood Association at 503-823-4592 to find out how to get a permit to close your street for a block party.

Bertha Connector:
Interest was expressed in learning more about the particulars and rationale for this $600,000 effort.
