The Hayhurst Neighborhood Association (HNA) met on 12 February, 2002. The following issues were discussed:
SWNI Update – Information was given on the City Initiative forum that will be hosted by SWNI on March 28 to give coverage to both Robert Ball and Bud Clark on their views in changing the structure of city government. Fiscal year budget cuts were also discussed. At this time, the commissioner is trying to hold coalitions harmless.
Neighborhood Outreach – Sylvia Bogert talked about SWNI’s role and support of the neighborhood associations in assisting them with their outreach endeavors. Feedback and suggestions were given on how we can get more people involved in the Neighborhood Association. Topics included new neighbor welcomes, potlucks, door hangers, and yearly neighborhood mailings. We welcome any additional input.
Land Use Update – Sylvia McFarland gave an update on Cedar Sinai Park (CSP) Good Neighbor Agreement. On January 16, Joan Adams, the District Zoning Inspector, issued CSP a notice of Zoning Violation. CSP has 30 days to correct cited violations. Also, a copy of the final zoning map was available for viewing.
SW Trails – Carolyn Rundorff gave the committee an update via email on the walking path on SW 55th between Idaho Street and SW Vermont. A load of gravel was delivered and spread on the path last month. Volunteers helped spread the gravel. Another load will be dumped on the Vermont side and willing “spreaders” will be needed. Also, she reported a severe cave in around the manhole cover on this path. Carolyn reported it to the city and so far all that has happened is that they came out and put a piece of yellow caution tape around it. She will continue pursuing a resolution.
Parks, Environment, & Livability – Joe Higgins gave us an update on a number of issues. First, he shared information about a recent dirty water runoff he discovered and upon investigation found that the Water Bureau was not utilizing their own environmental protocols. He contacted the council and an investigation was initiated. This brought up the recommendation for our neighborhood coalition to employ or utilize an environmental specialist. This recommendation will go on HNA’s 2002 Action Plans.
Second, Joe talked about the expansion plan for OHSU and the impact that the Tram will have on the parks, the neighborhood, and the environment. This plan has the greatest potential impact on the Homestead Neighborhood. A motion was made and carried that the HNA will be prepared to support the Homestead Neighborhood Association in their opposition to the development of the Tram.
Third Joe gave us an update on the Fanno/Tryon Creek plan. The committee is putting together a ist of who does what when, state requirements, and a continued focus on public involvement.
Environmental Issues – Corrine Weber discussed a recent program on foreign landowners and our ability to protect and restore the environment if an incident occurs. For more information, link to www.pbs.org/now/transcript/transcript_tdfull.html
Off-Leash Task Force – Lillie Fitzpatrick, a committee member, gave a report on the Orientation Meeting that was held January 31. Members of the Park Bureau were present and gave an overview of current issues and obstacles. Other coalitions have agreed to look for potential Off-Leash Areas (OLA). It was stated that Gabriel Park is failing. The streams, feces, and public complaints are issues. Also noted, was that the SW Area is park deficient. The committee was given a list of 13 parks in the SW area for the committee to conduct field visits and make recommendations. Another big obstacle is the lack of enforcement and priority given to OLAs. Animal Control is the responsible party for enforcement. More discussion to come.
Identity Theft Workshop – Lillie Fitzpatrick attended the recent workshop help at the Multnomah Center. The overall message was the incidents are growing and neighbors need to protect themselves. The number one thing neighbors can do is not leave their outgoing mail in their mailboxes. Take it to the post office or the nearest mail drop. Literature was brought for distribution.
Website Development – Web Master, Monica Clarke, gave an update regarding the reactivated HNA website. Feedback and content discussion will be held at next month’s meeting.
Bylaw Revisions – The subcommittee met last month and reviewed the bylaws for content, applicability, and current practice. A preliminary draft was distributed to the attending members along with the current bylaws. Changes and comparisons were highlighted for review. Feedback and a vote will be taken at next month’s meeting.
2002-2003 Action Plan Goals – Shannon Kelly distributed the 2001-2002 Goals for review. The HNA 2002-2003 Goals are due 5/15/02. Members reviewed the list for completion, elimination, and addition. A draft will be distributed via email. Issue assignment and discussion will be made at next month’s HNA meeting
