It?’s time to gather information about community history!
YOU may have the missing piece of information. If you know the answers to any of the following questions about Highland Park, please provide it in written or typed format (may be on a computer disk) and help us start documenting history October 11:
Who were the original homeowners in Highland Park?
 What types of traditions have there been?
 What neighborhood groups were there, what were their purposes and activities, and who were the officers?
 What was life like for different types of persons during different decades?
 Who were the persons displaced by construction of interstate highways, and where did they move to?
 What information do you have that sheds more light on the history of Highland Park?

Also during the meeting our Nominations Committee Chairwoman Diane Cortez will announce the committee?’s recommendations. If you wish to run for office or nominate someone for an office including Director position, please contact Diane Cortez immediately at 534-3606.
Sections of the By-Laws outlining duties and elections of officers are included on the next page in this newsletter. (If your dues have lapsed, you must renew to run for office. If you cannot afford the dues, please contact Treasurer Bertha Saucedo at 533-7939 and a member will pay $3 for you.)

Following HPNA meeting on Saturday: Metropolitan Planning Organization will kick-off its preparation for an updated Long-Range Transportation Plan. All members are urged to attend this meeting following the Highland Park Neighborhood Association meeting, at VIA Metro Center Community Room, 1021 San Pedro, until 12:30 p.m.

Public Hearing: Reducing crime and fear of crime

Association By-Laws: Articles guiding the nomination and election of officers


Article VIII ?– BOARD OF DIRECTORS

The Board of Directors shall be comprised of: President, Vice-President, Secretary, Treasurer, five Directors elected by the membership and the immediate past-president. The Board of Directors shall supervise the affairs of the Association in accordance with the stated purposes and policies. The Board of Directors shall meet monthly at a time and place selected by the President to discuss the Association?’s business and to set forth an agenda for the following general membership meeting.

Article IX ?– DUTIES AND RESPONSIBILITIES OF OFFICERS

Section 1
The President shall:
?• Preside at all meetings of the organization.
?• Call special meetings at his/her discretion and with the approval of a majority of the Board of Directors.
?• Have the ability to sign all warrants/checks on the treasury of the organization.
?• See that the regulations of the organizations are enforced.
?• Carry out assignments and instructions given to him/her by vote of the organization.
?• Perform such other duties as customarily pertain to the office of the President.
?• Appoint standing and special committees?’ chairperson with the approval of a majority of the Board of Directors.

Section 2
The Vice-President shall:
?• Aid the President and in case of the absence or disability of the President, shall assure and perform the duties of the President.
?• Chair the Program Committee.
?• Perform such other duties as customarily pertain to the office of the Vice-President.

Section 3
The Secretary shall:
?• Keep record of the proceedings of all meetings.
?• Seek approval of the minutes from the general membership and Board of Directors meetings at the meeting that follows their transcription. Minutes may be read at the meetings or printed in the monthly newsletter after approval.
?• Issue notices of all meetings and agenda, after consultation with the President.

Section 4
The Treasurer shall:
?• Collect all fees and dues.
?• Render an accounting each month or more often if required, of all receipts and expenditures.
?• Pay the bills of the organization and upon order or warrants signed by the President.


Article X ?– NOMINATIONS AND ELECTIONS

Section 1
At the October general membership meeting nominations shall be made by a committee consisting of two officers not seeking re-election, plus three members selected by the general membership at the September general meeting. Additional nominations may be made at the time of the election. All nominees must be current active members.

Section 2
Officers and five Directors shall be elected by a simple majority of those current dues paying members in attendance at the November meeting for the term of one year, to commence in January.

Section 3
Officers are: President, Vice-President, Secretary and Treasurer. No officer shall serve more than two consecutive terms in the same office. Vacancies in office shall be handled as follows:
?• In the event of death, resignation or incapacity of the President, the Vice-President shall become the President for the unexpired term.
?• Vacancies in office other than the President, and on the Board of Directors, shall be filled for the unexpired term from the general membership by the Board of Directors.
?• Unexcused absences from three consecutive meetings shall constitute a vacancy of the office.


OFFICER AND DIRECTOR ELECTIONS will be held November 8
during the monthly general membership meeting in the Bode Community Center, 900 Rigsby Avenue.

Keep Our City Clean

In the past several months we?’ve discussed several code compliance issues that would help make our part of town cleaner and safer. Another way to help our city and our neighbors is by recycling our household waste and by collecting some items for various church, school and youth organizations. If we don?’t recycle, we are going to get more landfills in our area, and I don?’t think any of us want that to happen!
Many church youth groups collect newspapers or aluminum cans to help pay their expenses. Many churches and schools have recycle bins for newspapers and magazines. Some of them also take the type of cardboard that is used in cereal boxes. Organizations such as the Boy Scouts have paper drives to pay for their programs. Some schools collect ?“Box Tops for Education?” and/or ?“Campbell?” soup labels to pay for items at school that their budgets don?’t cover. Helping our own neighbors by saving these items for them does not cost us anything, but it gives them a chance to raise needed money.
If you do not have access to any of the above suggestions, PLEASE use your green recycle bin that is furnished by the City. Acceptable items are: newspapers and glossy inserts, aluminum cans, glass jars and bottles (clear, brown or green), steel or tin cans, aerosol cans (empty of contents), and plastic containers labeled with grades ?‘1?’ or ?‘2?’ as seen in the recycle triangle on the bottom.
When your bin is full, place it at the curb on the recycle collection day in your area, about five feet away from any garbage.
Two times a year, the City provides collection of brush trimmings and bulky items that do not fit in a regular 32 gallon garbage can.
Neighborhood associations can also ?“Dial-a-Trailer?”. This free program provides a trailer to get ride of large items not collected during weekly garbage pickup.

Special Project: Sidewalks
Our Treasurer Bertha Saucedo has spent many years in many capacities working in the community. Now that she has ?‘maxed-out?’ her term for yet another office, Bertha has graciously agreed to tackle a project dear to her community spirit: sidewalks.
I have asked Bertha to inventory, catalog and collect petitions for every area of older homes where there are impassable sidewalks, and she has agreed to do this extremely demanding job with her usual enthusiasm.
Funding may take some time, as the Metropolitan Planning Organization will have no more funds for such projects until 2008. However, we plan to be ready when such funds are available?—to have our documentation in order?—and to explore all other possibilities as well.
We thank you, Bertha, for your dedication!

We thank our District 3 City Councilman Ron Segovia, for locating assistance for our elderly and disabled homeowners through ?“Rebuilding Together?” program.

Winterizing the garden Our dedicated volunteers will be working diligently to ?‘winterize the garden?’ and then take a much-deserved holiday break!
