HIGHLANDS COMMUNITY ALLIANCE RULES OF ORDER

Rules of Order, adopted November 15, 2003

PURPOSE: To prepare a plan for the development of our area and to oversee the implementation of the plan.

1. Membership shall be open to all residents of the Highland Park and Highland Hills neighborhoods who are interested in the progress of the entire area. Membership in the Alliance is free. A resident need not be a member of any neighborhood association to belong to the Alliance.

2. A Board of Governors shall be elected from the membership to consist of a Chairman, Vice Chairman, Secretary and two Members-at-Large. This board shall be elected annually in September (In 2003 only, the board will be elected in November). Its purpose shall be to make sure the Highlands Community Plan ("Plan") is being carried out as designated and progress is at a rate consistent with needs of the area. The board shall serve for one year or until the new board is elected and installed.

3. Meetings shall be held bi-monthly at time and place selected by the Chair. A special meeting may be called for a purpose which must be stated in the call and no other business may be conducted at the special meeting.

4. Committee Chairs will be designated by the Board of Governors:
a. Community Development
b. Economic Development
c. Getting Around Town
d. Places to Gather, Play and Learn
e. Community Health and Wellness

5. Each committee shall set indicators o fits progress as outlined on pages 82, 83 and 84 of the Highlands Community Plan, and determine how often to review. Objectives and indicators may be revised annually.

6. Committee chairs will be responsible for carrying out the Highlands Community Plan as written for that area of concern. Each will report its progress at the regular bi-monthly meeting. Each chair will select the members of the committee and shall decide the number of persons to make up the committee.

7. Should a committee fail to act, the chair will be replaced by the Board of Governors.

8. No finances are involved; the Board will ask any or all of the three neighborhood associations for assistance if money is required for any purpose, giving that association time to decide if it will contribute for the Plan's purpose.

9. These rules may be amended at any meeting, provided written notice shall have been given to each member at the prior meeting.
