When is a debt exclusion override just another name for a prop. 2 1/2 override? I say we cross the line when we take expenses from our operating budget and borrow to pay them. Now we have freed up monies to spend; and in the up-coming proposal it is to free up money to pay for the trash fee. They are telling us that if we agree to a debt-exclusion override for $20.9 mil. they will eliminate our out of pocket trash fee. We can't afford the trash fee under 2 1/2, but we can shift the burden and reduce the expenses under 2 1/2 and now we have freed up money. So haven't we just procured an override to 2 1/2? In my prayers I ask that the Finance Committee will lend an ear to Mr. Kimball's opinions. God Bless the gentleman, he speaks sense and from only one side of his mouth. This business of ''in the spirit of compromise'' is a lot of hokum; when something is wrong you don't settle to make it half right.

John Carlson's column in this week's Forum. Great Article, John! Mr. Kimball suggested the review of all departments and here Mr. Carlson speaks a similar line; could that be the impetus for constructive, positive, and worthwhile gains for our budget problems? By golly I think they've got it!
