Who is responsible for the maintenance of open space in the Back Creek neighborhood?  I have noticed that the flower beds at both of the main entrances are maintained.  However, the flower bed on Cazier Drive has a tree that is leaning, is filled with weeds, no other plants or flowers, and has missing bricks/pavers. 

Could someone address this matter?  I think the entire neighborhood should look as good as it's main entrance.
