Why does the association not have rules regarding unkept yard, deralict homes, presser cleaning driveways, trash all over the place and why, why, why is someone allowed to keep a disgusting shed in their front yard. If you do have rules why don't you inforce these rules. Is the association there just to collect funds and pay themselves.
