I was at your flood meeting lasts Tuesday. After the meeting I was pasted around to each different representative because they know about our flooding problem and again they did not seem to care. I am concerned about the flood problem we are having in our housing area on Rustling Brook. In August 2007, it rained approximately 8 inches of rain and the water went into our cars and homes.
We have been living here since July 2000 when we had our home built. In 2002 we got 14 inches of rain, and it flooded our street and did not our homes, since then it has been flooding worse with less water. We had a flood survey done by the City in January 2005 and the City did nothing but lift the building restrictions upstream. After this flood, we had a meeting (city damage control team) in my neighbors flooded home with the previous city councilman, city attorney, city managers office, city maintenance dept, city drainage district and several more city offices. The house received well over $25,000.00 of damage to it.
The problem we have is the drains under Hausman road are to small and the water cannot go under it so the water goes around the road and into our detention pond and the creek changes course down our street. So you can see our concern with building UTSA before the bridges over Hausman Creek. The creek can hold the water, but the drains can not. I know that the city does not care since they know we are flooding and they continue to grant building permits to build up stream deliberately endangering our families lives and property. Now we are told of a time extension on the Hausman road project and continued construction up stream. It is ashamed that you can build a home and when the area is built they tell you that you are in a flood zone. Here are some pictures from just 8 inches of rain. It will probably happen with 6 inches of rain now. It was real close in October when we got about 5 inches.
As a Board Member of the HOA it will be my duty to oppose any construction of any major projects up stream such as the UTSA Sports Complex that jeopardizes our lives, our property and our personal safety. I am sure you would do the same for your property and family. I want to support the UTSA project and I am the person who suggested adding this area to the park system, however this drainage improvements and roadway improvements cannot wait as you can see in the pictures below. I kicked in 5 gates to save peoples homes.
I cant believe the city staff that were at the meeting on Tuesday did not brief you about this flooding issue since over half of them were at my neighbors house after it flooded and received several pictures of the flooding.

No car in the street or in most of the driveways survived. This was a fast moving flash flood, with no time to react. We have had five street floods and the last was into the homes since 2002.
911 responders could not even get to us. The roads were to flooded. Next time it will probably look like New Orleans with helicopters pulling families off of roof tops, will this be the negative national TV coverage that San Antonio wants to be pictured as. This was not even a hundred year flood.
