Who is responsible for enforcing the operating hours of 9 AM to 9 PM which is posted at our pavillion at Corian Park & Huntsman? Should the SAPD be contacted to remove the unsupervised teens past curfew at this location, who are basically up to no good and whose parents (term used loosely) who could care less about what their offspring are up to?

All members of the HC2 HOA have a responsibility in enforcing the rules that are posted. Yes, you should report this activity as trespassing or vandalism, whichever applies.
