IMC PLAN TO RESTORE TRUST AND PEACE IN THE COMMUNITY

I . NEED A SENSITIVE AND POSITIVE RESPONSE FROM:
A. Mayor, Safety Director and Chief of Police
B. Ministers and Community Leaders
C. City, State, & Federal Law Makers
D. News Media
E. Business and Civic Community* (Added after 1/01/03)
II QUICK AND JUST SETTLEMENT
A. There needs to be a quick and just settlement to the deadly force case. We must move quickly and not allow this potential explosive situation to fester, escalate and do further harm to the community.
B. We must make sure the right thing is done. If it is determined civil rights have
been violated then settle the matter justly and respectfully.

C . Put this behind us responsibly. Admit wrongdoing and injustice to begin
Community healing.
III CORRECTIVE MEASURES
A. Trust regarding the police is gone. However, every effort must be made to restore trust. An earnest and sincere effort must be made to bring about reconciliation in our community. Although we can forgive quickly, trust takes time and requires a process to restore completely.
B. Let the public know every effort will be made to prevent the James Taylor incident from happening again in our community
C. Apologize to the family of Mr. Taylor and community if the officers are found guilty.
D. We must allow the legal system to work. That does not mean we must rid our
minds of the deadly force issue, but rather demand the due process of the law.
E We must be fair in our pursuit of fairness and justice. WE must not focus only on the offending officers, but on corrective selection, orientation and training
F. Implement Training revisions and new programs. (See “Officer Training Revisions and Recommendation” Prepared by Dr. Alex Moses on Police Clergy Resource Team and Instructor at Louisville Police Academy. Also presented on December 11, 2002 to Mayor Dave Armstrong , Public Safety Director Milton Dohoney and Police Chief Greg Smith.
G. Provide resources to Faith Based Community organizations to deliver constructive community training on police procedure, protocol, and partnering.
IV. CREATE WORKABLE CITIZEN REVIEW BOARD
A. If we have in place, Community Oriented Policing, Community Oriented Government, Why not Community Oriented Review Board?
B. The community has insights that will benefit community policing. Responsible review from trusted community representatives would improve perception of the policing process and help restore trust.
C. IMC Supports the general intent of Louisville Ordinance No. 48, SERIES 2000. Passed May 9, 2000. "ORDIINACE AMENDING L.C.O. CHAPTER 34 BY CREATING A NEW SECTION ESTABILISHING AN OVERSIGHT AUTHORITY OF THE LOUISVILLE DIVISION OF POLICE WHICH SHALL REVIEW AND INVESTIGATE ALLEGED POLICE MISCONDUCT AS AMENDED"
