A lot of homes up here on Emerald Mountain were built in the 1996-2000 time frame, exactly when the new restricted water flow toilets (1.6 gallon per flush) had to be installed by law. Unfortunately, the toilet manufacturers had not had a chance to adapt their designs and a lot of those toilets require multiple flushes and plug up.

Now they have adapted and changed the designs. Any new (as of 2005) toilets flush much better, even with the flow restriction. Could be very worthwhile to get a replacement toilet for a 100 bucks or so.
