We have just over $30,000.00 available from over budgeting the annual assessments. We can use this money to get a huge start on building up our community park OR we can refund the money to the homeowners by taking $45.00 off next years assessment for a one time payment of around $100.00 for 2007. The park will allow parents to take their kids somewhere close to play and will work wonders with people deciding if they want to buy property here. The faster they buy, the quicker we can minimize the ''FOR SALE'' signs in the neighborhood. Property values will definitely go up.

No Refund
We already have the money.....use it.....a small refund is not going change anyones life....but the park will make a lot of lives easier and improve property values.

SURPLUS
I think we need to be cautious as there are a number of neighbors who would get little or no use from the park but $45 is a small amount to pay if the property values increase because of it.
We may want to look at a gazebo with picnic tables as well as kids play equipment so neighbors can use the facility for get togethers and picnics, this brings up another issue of who will control the use of the park?

RE: Surplus
Gazebos would be included. We have to do a comprehensive survey on the park as there are a couple of drainage and entry easements we have to be mindful of. I have some video of a park that I would like to model this one after. There is also the thought of a restroom facility which means we have to find power and plumbing. We are also looking at a basketball court and tennis court later on down the road since we have the room for them and it might eliminate the numerous basketball hoops set up by the street sides.
With enough amenities within the park area, I believe that even the folks that live furthest away from it wouldn't mind driving or walking to it.
As for who will control the park, it would be open access so no control would be required. If there is damage or graffiti then that is just something that we would have to continously fix. Small price to pay if we build it right though.
