Meeting Minutes

A meeting of The Jenifer Ridge Homeowners Association was called to order on Monday, February 6, 2006 at 6:30 pm at Timonium Presbyterian Church, 303 W. Timonium Road, Timonium, Md.

Present – Board Members Mary Brunk, Tom Klein, and Tony Vitrano, and Association Attorney Cynthia Kent. Also present were homeowners listed on the attached sign in sheet. A total of 18 members (excluding dual homeowners) were present, therefore meeting the quorum requirement of 10% of the membership.

Minutes of the previous Annual Meeting on February 7, 2005 were distributed by Board Secretary Tony Vitrano. Matt Moore moved that they be accepted. The motion passed unanimously.

President’s Report – President Tom Klein thanked retiring Board Member and Treasurer Mary Brunk for her efforts during the past three years.

Treasurer’s Report - Treasurer Mary Brunk reviewed the final 2005 report, as well as the approved budget for 2006. The 2006 budget included an increase in the annual homeowner assessment from $396 to $400. Bob Hergenroeder questioned the reasoning for the amounts budgeted for legal fees and the Capital Assessment. He also submitted two proposed budgets, with assessments of $300 and $350, respectively. Since the 2006 budget had previously been approved by the Board of Directors, no action was taken on these proposals.

Nominating Committee – Bob Hergenroeder reported that the Committee had received two applications for the two open Board positions, from Tom Klein and Brooke McCrystle. He moved that nominations be closed, and the motion was passed unanimously. Based on the votes of the 18 members in attendance and the 5 proxy statements received, Brooke received 23 votes, and Tom received 22 votes. In order to maintain one director position open for election annually, Brooke will serve the three year term and Tom will serve two years.

Old Business

1) Storm Water Ponds – Mike Kaiser began a discussion about the ponds, specifically their ownership, the plantings inside the fenced areas, and the trash that was accumulating inside the fences. It was reported that the ponds are originally the developer’s responsibility, until they are turned over to Baltimore County. At no time are they property of Homeowners Association. However, the Association is responsible for the area around the fences, and will continue to maintain it. Practically speaking, the Association will also consider removing the trash within the fences.

2) Street Tree Maintenance – Max Lauten asked if the Association will be continuing to mulch and fertilize the trees between the sidewalk and the street. Tom answered that since these trees are on the easement that is the responsibility of each homeowner, the Association will not be performing any further maintenance to the trees.

3) Water in Road – Chris Kaiser asked about the continuous water (and ice) in the road just inside the entrance. Tom explained that Baltimore County was aware of the problem, and asked Mary Ann Gruntowicz to follow up with the appropriate County officials.

New Business

1) Trash – Betty Strader reported that in addition to the trash in the storm water pond areas, trash was finding its way to her yard and the yards of others who bordered the woods on the edges of the community. It was recommended that a notice be placed in the next newsletter reminding residents that County and Association regulations require that all trash, including recyclables, be stored in closed containers, and placed by the street only on the day of trash pick up.

2) Holiday Decorations – Chris Kaiser asked about the lack of any significant decorations. It was explained that past and recent acts of vandalism discouraged the Board from authorizing any decorations. The consensus of those in attendance was that this should be reconsidered this year.
