Use of discussion

The heading next to the icon for the message center states ''Discuss local issues and concerns with your neighbors''. These are concerns that the citizens have, why can't they voice their opinions? Doesn't say that you have to agree with the posting, but everyone has the ability to post. You do have the option to not read the message center.
