Treasurer?’s Report
A copy of the 2005 year end financial report will be mailed to all homeowners when it is finalized. We shall also discuss the financial status at the general meeting on Feburary 20.

Quarterly Meeting

The Keystone Manors Homeowners?’ Association quarterly meeting will be held on February 20, 2006 at 6:30 P.M. at the Austin Davis Library.
The proposed agenda is attached. As you can see the primary intent of the meeting will bw to begib discusing the plans for upgrading Keystone Manors during 2006, status of assessments and other topics that may be brought up by homeowners during the meeting. At the prersnt meeting location we have a time constraint and there is a long agenda. All homeowners are encouraged to attend.

Survey Results

The results are in. They are ( in order of the number of votes): 1. Improve the parks/pavilion. 2. Clean up the ponds. 3. Upgrade landscaping. 4. Audit and explain the budget. Your Board of Directors has begun working on these issues and will keep you informed on our progress.

Architectural Control Committee

This committee is responsible for enforcing the ?“Design Standards?” outlined in the Association?’s Covenants, Conditions, Restrictions, and Easements. The committee stays up to date on state and county codes, easements and other construction issues. Thus, they can be very helpful to homeowners who want to upgrade their property. So, if you plan on installing a fence, upgrading landscaping, painting your house, building an addition, etc. , please contact University Properties. It may save you time and money in the long run.

Ponds

Even though the major ponds in Keystone Manors are privately owned by homeowners, the board has decided to investigate what, if anything, the County will do to help with the maintenance of these ponds. We have contacted the West Service Unit, the county organization that is responsible for any work that can be done to the pond. They will investigate and determine what the county can do.

Shopping Mall

As many of you know, the shopping mall south of Keystone Manors is being renovated. An Ace Hardware store is moving into the old Safeway building, a liquor store and other businesses will fill out the other building. Some homeowners have expressed concern about these renovations. Unfortunately, the Homeowners?’ Association has no jurisdiction over what happens outside of Keystone Manors. There is a public hearing sign at the Gunn Highway entrance to the mall for those who want to attend the hearing. The Board of Directors will monitor this and any other changes that may effect our community and keep the homeowners informed.

Assessments

Florida Statute 720.301addresses homeowners associations. It states that any homeowner is automatically a member of an association if one exists in the housing area. Thus, any homeowner in Keystone Manors is automatically a member of the Keystone Homeowners Association. It also states that the association may charge assessments to each homeowner to cover costs of doing association business and that nonpayment of the assessment can lead to a lien against the homeowners?‘ property. Currently there are 30 homeowners delinquent in paying their assessments. Please, pay monthly assessments on time. The last thing this board wants to do is to have a lien placed against a homeowners?’ property.

Mandatory Improvements

One of the main missions of the Board of Directors is to maintain Association property. Three areas that need immediate attention are: the north and south entry sign walls; the guard shack and the pavilion. Improvements to these areas will be a priority for the coming year.

ONR

We have joined the Office of Neighborhood Relations .This is a county government organization with several functions. First it is clearing house of information on where to go in the county government to get help. Second they administer a number of grant programs that can provide funds for various association projects .We will have a limited number of copies of some of the numerous pamphlets that are available. They are also sponsoring a conference on subjects of interest to all homeowners. The conference is March 11th and registration is $1200 and is due by February 28th.
