Foraker, 50, is the self-proclaimed "Big Brother" of Delaware, who promotes the installation of video cameras to reduce crime in public places. Yes, he knows he will face some heavyweights in this Democratic primary, which also includes Lt. Gov. John C. Carney Jr.

"I'm the heaviest," Foraker said.

But for that odd footnote, the already-overstuffed Democratic primary race for governor got off to a fairly low-key start Thursday
