I have had similar incidents, people in piece of crap cars that look like they couldn't even pass inspection speeding and riding my freakin bumper like I'm keeping them from getting to work on time (RIGHT). It might prevent accidents. A speed limit sounds like a good solution and perhap now there will be reason to pull over some of the trash that cruises the community for something to steal.
