LAS PALOMAS HOA BOARD MEETING
SEPTEMBER 21, 2005

MANAGER?’S REPORT
There are two homes for sale?—Lots 41 and 46
We still have just one rental?—Lot 23
North Tennis Court--three suppliers will be working on the project?—Arizona Top Seed will do the new surface and new net, a new fence will be put up by Western Fence, and lights will be repaired by Kerr Enterprises, for a total cost of $12,690. This project will be completed by the end of October, and will come in under budget.
Street Resealing?—preliminary bids are in from four companies?—Ace, Regional, Sunland and Cholla. Bids range from approximately $8000 to $10,000. (See attached summary for more details) We are now reconciling the differences.
Winter Grass?—the Bermuda grass is going dormant and will be scalped and over seeded on September 29th.
Fall Flowers?—various beds are being prepared for the fall planting. The nurseries cannot bring in the flowers that we need until the temperature gets below 100 degrees.
Mrs. Stockton, Lot 79, requests an update of her front yard.
COMMITTEE REPORTS
Architectural
1. Owners of lot 123 have requested that they be allowed to remove a pillar at the doorway to open it up. The board unanimously approved this request.
2. Mr. Seidman, Lot 60, has requested that the woodwork in the front and back of his house be painted. The board will look at his home and make a decision thereafter.
Landscaping
Mike Frain, chairman of the Landscaping Committee, gave a report on their last meeting. (See report for details). Major points discussed by the board:
1. Committee has recommended a decorative awning, tan with black trim, for the front window of the guard house. The board approved the awning and has given Bob Wallace authority to proceed with its purchase and installation.
2. The committee has stated that the color scheme of Las Palomas needs to be changed in order to be updated. A palette of colors needs to be decided upon by the Board, if the Board decides to adopt the recommendations of the committee. If approved, the CC&R?’S need to be changed to allow this change. The committee has also suggested that the front gates be painted a different color to enhance the front entrance. Much discussion will be necessary in the ensuing months to make these decisions.
3. The painting policy of the community is under review (Article V of the CC&R?”S). Do we continue with the current policy of the HOA painting homes, 6 to 7 a year, or changing the CC&R?”S to allow another solution, such homeowners painting their own homes if they want them painted earlier than the Board?’s scheduled maintenance?
4. Lighting at the front entrance was also a major point of discussion. It has been suggested that the black gargoyle light posts be removed. Then the question is, would we need replacement fixtures or would the proposed landscape lights be sufficient? The board will check into this.
RULES AND REGULATIONS
Master insurance policy for Las Palomas?—we need to review if the current insurance we have is meeting the CC&R?”S standards. Our insurance broker should be able to review and write a letter, addressing this issue.
The CC&R?”S draft, indicating changes, will be sent out to homeowners for comment this fall. The hope is to be able to hold a vote on this by our annual meeting in February, 2006.
There still seems to be a problem with work trucks getting in on Sundays and holidays, when this is strictly prohibited, unless approved by a board member. Ken Dry suggested that all trucks be banned from entry on these days. Much discussion ensued on this. How do we enforce this, when some residents drive trucks, and have family members and friends who do also? This will be discussed in the coming months before a decision is made.
MISC
?• Ken Dry suggested that the next meeting, we set aside 10 to 15 minutes for general reports, and spend the remainder of time reviewing the changes in the CC&R?”S, suggested by the HOA attorney. We should continue this format until we have reviewed the entire document. The board requests that residents submit questions before the meeting, so they can be reviewed beforehand, and then answered. We can carry this on to the next meeting.
?• In October, the board should finalize the budget.
***The meeting was formally closed, so the forum could commence. The next meeting is scheduled for Wednesday, October 19, 2005, at 6:30 pm at the Mustang Library.
RESIDENTS?’ FORUM
Larry Seidman is concerned that the HOA may change the painting policy to become the responsibility of homeowners. He stated that one of the reasons he moved here was because the HOA took on that responsibility.
Ken Dry stated that if the policy were changed to the homeowners being required to paint their own homes, the dues would most likely not go up.
Marian and Norm Cocanour were concerned about the statement that the average cost of painting a home is $3500. They felt that this was very high. Ken further explained this figure.
The meeting was adjourned at approximately 7:45 pm.
