Re: Summer Update

Copies of the minutes will be available at the Las Palomas office for homeowners still in Las Palomas for the summer months. We have enclosed copies to out of town owners without e-mail access. As in the past, the comments below do not necessarily reflect those of the other Board members. It is my intentions to promote discussions on matters that concern us all and hope to get some imput as to the wishes of all the members not just the vocal minority.
During the next few Board meetings, we will review the proposed budget for 2006. We do not anticipate any major changes to the budget as set for 2005. However, the utility rates have increased in 2005 and are projected to go up again in 2006. Because we have been able to hold most of the other expenses under the budget for 2005, we should be able to maintain the current dues structure and still meet our projected expenses for 2006 and fund the reserves for repairs and upgrades of the pools and ponds. The 2005 and 2006 budget has a limited funding for painting of individual lots. Under the current and proposed budget, we would be able to paint 8 to 12 homes (depending on building sizes) by the end of next year. If we need to paint more than this number of homes, we would have to have a special assessment, as dictated by the current C.C. & R.s, to cover the additional costs.
We have had much discussion on updating the look of Las Palomas. This topic applies directly to landscaping and painting. These two items constitute a large portion of the operating costs of Las Palomas. It has been proposed to change from a single color to a palette of complimentary colors to paint home and common building exteriors. The Architectural committee is responsible to set the standards and specifications for Las Palomas. Currently the Board is the Architectural Committee. Now that most of the Homeowners are returning for the season, maybe some of you would like to spend some time as advisors to the Architectural Committee. Don?’t be bashful and you can be on more than one committee.
We will be submitting revised C.C. & R.s for approval by the members of The Las Palomas Homeowners Association. To change this document we must have approval of 75% of the members eligible to vote. The vote will be held at the scheduled annual Homeowners meeting. Everyone should have received a preliminary draft of the revised document along with the suggested changes to Article V. We hope to have a final draft to everyone by January, 2006. I have only received two responses to the changes. Thank you lots 25 and 96 for your responses.
