Meeting Minutes
October 19, 2005

???¡ Minutes of the September meeting were accepted.
???¡ Russ Marohnic presented a proposal for updating the front entrance to Las Palomas. These are basic revisions to simplify plantings and update fountains. The proposel will be on display in the Las Palomas office.
???¡ Landscape committee discussed areas to be worked on; trim back growth, at Del Camino cul-de-sac at the west end, remove the dead tree west of lot #124 and finish fall plantings. Other suggestions approved by the Board; Replace the picnic table at the south tennis court and fire pit turtle. The turtle will cost approximately $300, the table will be shopped, this type of table can run about $700.
???¡ Homeowners should notify the association in writing if they would like additional attention such as trimming or pruning their front areas.
???¡ Homeowners should not approach our employees to perform specific tasks on their properties. Special landscaping requirements should be implemented using the homeowner?¡?¦s personal landscaping contractor.
???¡ The Board will review policy covering dumpsters parked on driveways over long periods of time. Dumpsters should not display commercial advertising, and if filled should be covered with a tarp.
???¡ Lot 6-7 is in arrears. Board will decide on how to landscape at minimum cost to the Association and the owner to make it more attractive. Walls will be washed and painted and added to the owner?¡?¦s account.
???¡ The board is in the process of evolving specifications for stone to be used decoration of front yards. Current limitations are Madison Gold and Yavapai Coral.
???¡ The Board and Landscape Committee are split evenly on which color to use for the awning at the front gate. Sherry Mischel will have the deciding vote.

MANAGER?¡?¦S REPORT
???¡ The north tennis court is ready for play on October 28, 2005.
???¡ We are still waiting for final proposal to patch and seal the streets.
???¡ Seeding of the winter grass is complete and we are testing all sprinkler heads for proper distribution.
???¡ Plantings in the BBQ area will be completed by the November 6th party.

RULES COMMITTEE
???¡ Review procedures to handle dumpsters and notify contractors prior to the start of renovation projects. Homeowners would have to have contractors be aware of the possible added costs to keep lots in compliance to our rules.

CC&Rs
???¡ First revision will be distributed to9 members for their review. Major change is article V, who will be responsible to paint the homes. Under current CC&Rs the Board has sole discretion as to when a house will be painted. Under revised CC&Rs the homeowner will make this decision. The Board would still retain the final approval for color and specifications as well as when the house would need painting if the owner fails to paint the house and it has deteriorated to level not acceptable to the Board.
???¡ Our lawyer must also review any changes needed to CC&RS to clarify any questions that may arise out of disputes to cover the cost of damages to property and who may be responsible for maintenance.

???¡ Discussion ensued about changing color scheme of Las Pal9omas, possibly usin a pallet of colors. The pros and cons of this ides were briefly discussed with the general feeling that this is not an acceptable proposal.

QUESTION AND ANSWER
???¡ Question: Is anything being done to repair the streets?
???¡ Answer: We will be patching cracks and sealing surface within the next 6 months.

???¡ Question: Are we going to do anything about chipping and cracks in the pools?
???¡ Answer: Yes, this is a major exposure that will use up a large portion of our reserve. We are just starting to get quotes on the needed repairs.
???¡ Question: How does the Board communicate suggestions from HOA members to other HOA members even if the Board does not approve of the suggestions?
???¡ Answer: All suggestions are discussed in open session at Board meetings and are covered in the minutes of the meetings and distributed to all members. If it is a suggestion submitted to Ken Dry, he will discuss the issue in his ?¡?§President?¡?¦s Perspective?¡?¨ if the homeowner so wishes.
???¡ Question: By homeowners having to pay to paint their own homes, does that not increase homeowners dues?
???¡ Answer: No, even though it may raise the cost of operating an individual home for a given year, the monthly dues would remain the same. Footnote: Most homeowners wanted the monthly dues to remain low. They felt this would make it easier to sell their homes. Like the cost of insurance, painting homes will continue to increase each year. If this was factored back into the monthly dues they would continue to rise each year.

RESIDENTS FORUM
???¡ All landscaping proposals and plans are available in the HOA office.
???¡ Fake speed bumps work for visitors and contractors but main speeders are residents. We know who speeds: If they cannot slow down we may start publishing names.
???¡ Open garage doors are still a problem for a few individuals. Please close doors if not working in the garage or do not need immediate access.
