Re: Summary of October Meeting

For the minutes of the October 2006 meeting, please log on to our website at: www.neighborhoodlink.com/scottsdale/palomas/. Copies of the minutes will be available at the Las Palomas office for homeowners still in Las Palomas for the summer months. We have enclosed copies to out of town owners without e-mail access.

The voting on the two amendments to the CC&R?’s is drawing to a close. There are still 14 members who have not voted. The current status is:

As stated in last month?’s letter, ?“We have been working on the Operating Budget for 2007 and a Capital Reserve Budget for the period of 2007 through 2015. We have two versions of each budget. We set $50,000 as the minimum capital reserve balance; anticipate a 2% per year increase in non energy expenses over the next ten years, a 3% per year increase in utility expenses. We included the projected cost of capital expenses for pools, streets, common area landscaping, buildings and fences. ?“.

We will be finalizing the budget for 2007 at the November meeting. We have taking into account that utilities will continue to rise at the current levels of inflation, landscaping costs will be higher due to demand for upgrading our landscaping and the aging of the property, additional services we have incurred because of rat infestation and labor costs. These will be elaborated upon at the meeting.

The Board will move to close the voting on the two amendments to the CC&Rs. Also, we will discuss the formation of an Architectural Committee and a new Landscape committee for 2007. We would like to have resumes submitted for anyone who would like to serve on the Board.

We have contracted to have Arizona Exterminators to set and maintain traps for the rats eating the citrus on our trees. There are a number of members who did not remove last year?’s fruit. This ripe fruit has been a banquet for these pests. All trees should be cleared and pruned away from buildings as soon as possible. Also, the rats nest in the tops of Date Palms and other palms that have dead fronds at the top. We are going to have a service in to trim the palms which the Association is responsible to maintain. If any owner wishes to have the Association take care of their Palms, please send a written request to Bob Wallace. We will invoice the respective owner for costs related to trimming their Palms. Members should have their personal landscapers take care of their citrus trees.

There have been two sightings of coyotes along Hayden road. A cat was killed inside the complex. Owners should not leave there pets outside, unattended or running loose. It is not safe and is in violation of Las Palomas rules.

This November 15, 2006 Board meeting will determine the operation guidelines for 2007. Members are urged to attend or submit, in writing, any questions or topics you wish the Board to consider during the formal meeting. Any topics discussed in the open session of the meeting, which follows the Board meeting, will be considered at the December meeting.

The meeting was called to order at 6:30 PM and a quorum was established.

ACTIVITY & PROJECTS
q Gate Captain Jim Purcell has been assigned additional duties as manager of operations.

q Fall Over seed ?– the winter rye grass has been seeded and will be up in a couple of weeks.

q Resurface of the adult pool and the surrounding deck has begun and is scheduled to be done next week.

q There have been several recent rat sightings. We have hired Arizona Exterminating to set bait stations around the property. The board is formulating rules concerning citrus trees.

q Guards have reported late night visits by coyotes and one javalina. A cat was killed by an unknown animal on the property. Pets should not be left loose.



HOMEOWNER REQUESTS

q #10 ?– Mrs. Green?’s request for removal of the jacaranda tree in her front yard was deferred in previous meetings. The request is still open. The board was unanimous in denying the request.

q #59 ?– Mr. and Mrs. Lauinger requests replacement of the aggressive cactus in her driveway strip. See attached email. The board will inspect the plantings and decide in the next meeting.

q #88 ?– Mrs. Gesuale requests that her front yard be changed back to the original grass configuration. She may do so at her own expense. The board was unanimous in this decision.





Landscape Committee Recommendations: Mike Frain

q Remove the fountain and concrete slab in front of the gate house and plant annuals.

q Keep roses trimmed even at all times. Or replace with plants requiring less maintenance.

q Have a nursery make free suggestions for fall plantings.

q Remove roses at the entry

q See Cheryl Zenor for planting designs.

q Waterfall fountain (behind gate) ?– keep plants low to see the pond.

q Add gravel at the north tennis court.

q Add gravel at the fire pit.

q Fix north tennis court cracks.

q Replace top rail at the south tennis court.

q Committee to come up with alternative plantings for around power boxes.

q Varnish or replace slats in tennis court benches.

q Replace picnic table at the office with wooden table.

q Fix umbrella stand at picnic table.

q The hill at the shuffleboard court ?– change to desert.

q Remove grass from east pool fountain.

q Develop landscape trimming standards.

q Ken discussed having committee set up standards for grounds maintenance.



New Business:



Roof Rats

q Trees within Homeowner?’s property should be trimmed back at least three feet from walls or building.

q All homeowner?’s citrus trees are to arrange to have their trees striped by December 1, 2006. If they choose to let there fruit ripen, place an 18?” to 24?” wide strip of smooth sheet metal around each tree to prevent rats climbing into trees. In any case, all fruit must be removed by the end of March.

q Homeowner?’s roof vent pipes and openings into the attic should be covered with screen wire.

q Homeowners to clear shrubbery from house and ground. Clear lower foliage near ground to eliminate cover for vermin.

q The association will strip and properly trim all common area trees.



Coyotes

q Cover ground level open fencing with chicken wire.



CC&Rs Voting

q If the painting amendment passes, homeowners can combine and get group pricing. There are still 19 ballots that have not been submitted. There are three units that do not wish to vote.

q Moved and seconded that item 1 on the change approval ballot having 118 ?‘yes?’ votes (82,52%) be declared approved by the homeowners. Motion passed.



q The two ficus trees north of the pool changing room will be removed after the pool resurfacing is completed. The other ficus trees will be trimmed in November.



q The budget will be finalized at the next meeting. Budgets covering painting of homes by the Association and Homeowners painting their own homes were compared. The amount of an assessment next year will depend on the outcome of the ?“Painting Amendment?” vote. Items not covered in the current budget include, painting of homes, repairs to the two pools and the tree maintenance for the ficus and ?“rat proofing" of the citrus and palm trees.



The meeting was adjourned at 8:10 PM. The next meeting will be at 6:30 PM on November 15, 2006.

All Homeowners,



If you have citrus trees in your private area, this is for you?…



If you have not already heard, there is a roof rat invasion in this area of Scottsdale. There have been many sightings in all parts of Las Palomas.



In response, we are mounting a campaign to reduce and to hopefully eliminate the population of rats. Arizona Exterminating Co. has been hired to set bait traps around the property. These are safe and secure from any children or pets. We are trimming all shrubs and vines in the common area that might provide shelter for the rats. Also, we will strip all citrus fruit in the common area by December 1st.



Citrus tree owners are asked to do their part by arranging to pick up any fallen fruit from their trees. Also, homeowners should arrange to strip their personal citrus trees of fruit by December 1, 2006. I am ordered to hire outside labor to strip any fruit bearing trees after that time and bill the expense to the owner.



Those who want to keep their ripe fruit for home consumption are required to trim the trees back so that no tree or it's branches are within 3 feet of a wall or a neighbors property. Also, to place metal strips around the tree trunks at least three feet from ground level. See me for details. Also they will be required to have all ripe fruit off the trees by March 30th. They are responsible to pick up all fruit that falls from their trees if they decide not to strip them at this time.



If you do not have citrus trees, then this is for your information. Please report any fruit on the ground or rat sightings to the office.
