LAS PALOMAS HOA BOARD MEETING
APRIL 20, 2005
The meeting was called to order by the President, Ken Dry. All board members were present, except Jerry Ahler, who was out of town.

***The minutes from last month?’s meeting were reviewed and approved.
MANAGER?’S REPORT
1. There are 4 homes for sale, Lots 59, 74, 75 and 106. Lot 74 is in escrow.
2. Bermuda grass is starting to replace the winter rye. The grass has been aerated to accelerate the transition.
3. Several sidewalk squares with uneven edges have been replaced to prevent possible tripping.
4. The Las Palomas Spring party was held at the Fire pit on Sunday, April 17th. There was a good turnout?—about 50 people. People commented on how fun it was, with great food and good conversation.. The social committee has requested a small budget for its events. Ken asked that this committee put together an itemized budget and present to the board for approval.
COMMITTEE REPORTS
David Kelsey, chairman of the rules and regulations committee, gave a report on his group?’s discussions. He provided handouts for the board. This committee?’s conclusions are:
1. Regulations on dogs should be enforced by the Board with the help of all the homeowners. A neighborhood dog watch would help. Proper procedure is to notify Scottsdale police of violation. A picture would help. It is the majority opinion that renters and guests are the worst violators.
2. Trash containers should be put out no earlier than 7 pm the day prior to collection and retrieved no later than 7 pm on collection day. Neighbors should help each other.
3. Homeowners should be aware that the front gate attendant can be notified at any time of the presence of a public disturbance, excessive noise, or an emergency. If homeowners do not want to confront offenders directly, the gate attendants will contact a Board member to handle the situation or if required, notify the police.
4. Illegal parking of vehicles is a major problem. All agree that illegally parked cars are an eye sore. Two cars should be parked in the garages, unless there are extentuating circumstances. Persisitent violation of this rule will require notification of the Board and further action. The committee felt strongly that notification of these rules and regulations should be presented to any perspective buyer prior to their signing sales documents. The definition of non-conforming vehicles should be spelled out?—this is a vehicle that does not fit in the garage or is classified as a commercial vehicle (regardless of who is the owner)
5. Gate openers should not be given to any household help, service, or maintenance workers. This is a significant security issue. How to enforce this was discussed. The front gate should be able to monitor this and document any violations.
The board discussed this at length, especially illegal parking (#4 above). There is a limited number of visitor spaces and as the complexion of our community changes with younger people moving in, the possibility of homeowners having more than two cars may become more and more frequent. We already have homeowners who have more than two cars, and need to park extra ones in the visitors lots or find alternative parking (a neighbor?’s garage, storage unit, etc..) This rule may need to be modified in the future.
Bob Wallace stated that a package of CC&R?’S, By-laws, rules and regulations, etc, is sent to the title company to be given to a new buyer. Whether they read this before signing sales documents is questionable. Many residents state that they did not know about the rules and regulations. This needs to be better communicated to them and perspective buyers.
Some residents feel that there is not enough visitors?’ parking, and that contractors leave messes. It was stated that the homeowner is responsible for the contractor?’s behavior and this person is charged with cleaning up all debris, etc.. This can and will be enforced by the board.
The grounds committee has not met yet?—Mike is still putting together a group willing to commit to this. The social committee presented a list of suggestions that the board will take under advisement.
OLD BUSINESS.
1. At the last meeting, Mr. Nichols had requested that the front of his home be painted even though it is not on the schedule. Ken Dry stated that after looking at his house, his request will be granted. Leaching has occurred and ruined the paint on the home. We need to find out why there is leaching in the first place and correct the problem before the house is painted.
2. All exterior walls in the common areas?—pools, walkways, etc., are being pressured washed. Paint touch up will be done where needed.
3. Trees will be trimmed throughout the summer.
4. The north tennis court will be power washed, cracks repaired and court sealed. There is a universal court system?—do it yourself repair that we are exploring. It would cost much less that the currently approved solutions.
5. Bob Wallace has found a CPA who will do the required compilations for the HOA for $500 or less.
HOMEOWNER REQUESTS
Mr. Cereda, Lot 39, requests approval to landscape his front yard, similar to the Randolphs. It would be desert landscape. Board members reviewed the sketch and approved the request.
MISC
Bob will compile a list of the homes that are leased for the board. We need to make sure that our leasing rules are being followed, that homeowners are responsible for behavior of their tenants as far as taking care of the home and following the LPHOA rules and regulations.
The meeting was adjourned at approximately 7:23 pm. The next meeting is scheduled for either Wednesday, May 18, or Thursday, May 19. A definite date will be provided soon.
RESIDENTS FORUM
1. Larry Seidman wanted to know about paint touch up?—present to the board and get approval.
2. Outside beams have been painted in the past. Staining would last longer?—Bob Wallace will find out the cost.
3. Shirley Seirig is concerned that the second story being constructed at Lot 100 is not set back. This will be checked out. It definitely has to be set back.
