LAS PALOMAS HOA BOARD MEETING
MARCH 17, 2004


All board members were present:

***February minutes were reviewed and approved.

OLD BUSINESS

1. Automatic Gate had been scheduled to install two barrier arms and lane dividers at the entry at a cost of $7088. This is on hold until the board decides whether to eliminate the night guard position.
2. Faux speed bumps on 84th Place have not yet been installed. Bob Wallace will make sure this gets done.
3. Esteban has finished the third mailbox covering This project will continue as time permits until all mailboxes have been done.
4. Esteban has completed brick steps to the lake from the fire pit area.
5. A separate pump/filter system has been installed at the waterfall for a smoother fountain operation.
6. There is still a problem with residents putting their refuse containers out too early. A notice will go out telling homeowners to please put out containers after 7 pm the night before and brought back in by the end of the day of pick-up. If a resident will be out of town, please ask neighbor or the guard to take care of this for you.

NEW BUSINESS

1. Gate hours are now around the clock?—is it time to change? It was felt by many on the board that it is time to eliminate the night shift?—with the new gates and keypad system, a night person is no longer needed?—the monies spent could be put to better use. After much discussion, it was the vote of a majority of the board to phrase out the night shift, starting in May. Monday thru Thursday nights will be eliminated, keeping a guard on Friday, Saturday, Sunday and holiday nights. The board will further evaluate the situation as warranted.
2. With phrasing out of the night position, it is necessary for all residents to have a gate opener. So, a clicker will be sent to all those who don?’t have one along with a bill.
3. Some residents want keypad locks for the gates to the pool area, so they don?’t have to bring their keys or forget them. Most board members did not think it was a good idea, and voted as such, because the code would eventually get out, and unauthorized people or small children could get in.
4. The HOA needs to do a better job of enforcing the 3 month minimum on rentals. The owner must present a signed contract by the renter plus a $25 fee.
5. House painting program?—it was felt that the painter who had been doing the work charged too much, so Esteban and Javier painted a house, #75, to see how they would do. They do a great job, at less cost. So it was decided to let them do the house painting and the common areas, from now on. The HOA will be able to have more homes done each year. Homes will be painted on a as needed basis after having gone around once.
6. Tree trimming?—Integrity Tree Service has been doing our trees and getting to be too expensive. Another company has been found with a good recommendation-- ICS Tree Service. They bid on the spring trimming of all the trees and came in $310 less than Integrity. We will give them a chance.
7. North Tennis Court?—what to do with it? Much discussion ensued. We have a current bid of $35,500 to restore it to a tennis court. Bob Catalana says we do not have the money to do this project. Ken Dry was appointed to get three competitive bids to bring back to the board for the meeting in April.
8. Parents and Grandparents need to be reminded not to leave their children under l4 years of age, alone at the pool without proper supervision, even if it is only for a ?“minute?”.
9. There are currently 11 homes for sale in Las Palomas
10. A letter will be sent to contractors who are working on homes in our community stating that the construction area is to be left clean each day, no loud music, and workers need to park on the same side of the street as is the job. If there are problems, a board member will talk to the contractor, and if it persists, to the homeowner.
11. A pay raise was approved for Esteban.

RESIDENTS?’ FORUM

1. Rick Taris is concerned about the upkeep of the lakes which is the responsibility of McCormick Ranch. It was suggested that a group of homeowners get together and go to the next McCormick Ranch HOA meeting and express their concerns.
2. George Galat is concerned about the status of the North Tennis Court which has been discussed and will be taken up again at the next board meeting.
