LAS PALOMAS HOA BOARD MEETING

***The meeting was called to order at 7 pm by Ken Dry. Minutes from last month?¡?¦s meeting were reviewed and approved.
MANAGEMENT REPORT
1. There are six homes for sale?¡Xlots 74, 24, 41, 84, 118, and 143.
2. Three bids have been received for the master insurance of Las Palomas. Farmer?¡?¦s, who we currently have quotes $71,000, State Farm at $55,000 and CAU at $44,000. Norm Cocanour, a resident here in the community who is in the insurance business, has reviewed two of them?¡XFarmers and CAU. State Farm info was not available at the time of the HOA meeting. Norm presented his findings:
?„?« State Farm and Farmers uses the entire country for compilation of premium costs. CAU is very specialized and only insures in areas that do not normally experience extreme weather?¡Xhurricanes, tornadoes, etc. Thus, their premiums are generally lower.
?„?« Farmers will not insure seasonal vacancies, liability of 36 million, 500 million replacement cost, and will pay $105/sq.ft for replacement. Norm does not feel this would cover rebuilding.
?„?« CAU will insure entire community, whether there are vacancies or not. There is no limit on liability, will guarantee replacement cost, whatever that would be, using builder grade materials and equipment. They do require a yearly informal audit or compilation. The cost of this has already been put into the budget because of a new HOA law that was passed by the Arizona legislature this year requiring all HOAs to have yearly audits done.
After much discussion, the board unanimously awarded the insuring of the Las Palomas community to CAU based on the information provided. This is ready to implement. Homeowners will be notified as to this change and what is covered. Homeowners also need to contact their own carriers to make sure they have enough coverage in conjunction with the master policy.
BUDGET
The board finalized the budget for 2005. It was felt that the budget as drafted will cover operating expenses and with the increase in dues, will fund the reserves for major projects that need to be done towards the end of 2005 into 2006?¡Xpainting houses, street repairs, pensions funded and the north tennis court redone. Steve Stuhmer stated his concerns about the reserves and increase in monthly dues, but was assured by the board that reserves would not be dipped into until late 2005 or early 2006. After much discussion, the board approved the budget for 2005 with a unanimous vote. Art requested that a resolution be put in place:
Be it resolved, that in order to fund all of the obligations of the Las Palomas HOA for the calendar year starting January 1, 2005, including the budget as prepared and approved by the Board of Directors, the monthly maintenance charges for each homeowner member of the association shall be $327.00 per lot, effective January 1, 2005.
LANDSCAPING
1. Owner of lot 92 has requested that a large olive tree in the front of his yard be taken out because of safety issues. The board approved the request, but at the lot owner?¡?¦s expense.
2. Mr. Garino of Lot 45 has requested removal of a pine tree. Bob Wallace received a quote of $350 for removal, but needs to find out how much it would cost to have it pruned back and crowned.
3. Steve Stuhmer is concerned about the Las Palomas community being turned into too much desert landscaping. He has requested that he be notified when grass is to be taken out and xeriscaping put in.
ARCHITECTURAL
The proposed second story to Lot 100 needs to be set back to conform to other additions in the complex. The owner will submit a modified plan.
***Because of time constraints, there was no time for a home owners?¡?¦ forum. The meeting in December will be held at Mustang Library, on the 15th, at 6 pm, so we have time for a forum.
