LAS PALOMAS HOA BOARD MEETING
JUNE 16, 2005
Board members present: Ken Dry, Sherry Mischel, and Mike Frain. David Kelsey was
out of town and Paul Ahler is recuperating from surgery.
Residents present: Maria and Tom Updike, Reverend and Mrs. Peter Pappademetriou, Patty Wilson Buchanan and Tom Buchanan, Sandy and Seymour Rife, Marian Cocanour, Barbara Goldfarb
***With a quorum of three board members, the meeting was brought to order by Ken Dry. The minutes from the May meeting were approved.
MANAGER?’S REPORT
1. There are five homes for sale?—Lots 1, 41, 46, 75,106. One home is rented--#23.
2. North Tennis Court?—Arizona Top Seed bid to patch cracks and repaint the surface is $5500. U.S. Tennis Court Construction has inspected the court and is preparing a bid which will include a guarantee. Automatic Gate is preparing a bid for installing a new fence.
3. Esteban to seal the grout in the pool restrooms
4. Lots 6/7 is being landscaped by the Las Palomas crew and cost will be charged to homeowner.
5. The owner of Lot 4 has been asked to repair or replace the broken gate in his front wall.
6. Las Palomas staff is working with the Landscape and Grounds committee to improve the plantings.
7. Rev Pappademetriou, Lot 26, reports serious damage to the common wall on the north side of his property due to a pine tree. He has requested that it be taken out. It was approved.
COMMITTEE REPORTS
1. Architectural?—nothing pending at this time
2. Rules?—See old business
3. Landscape and Grounds?—Mike Frain, chairman of the committee, gave a report. (See attached committee report). All suggestions were reviewed by the board and approved.
4. Social?—Sherry Mischel gave a report. Some type of event will be planned each month during the summer. A welcome letter to be included in the welcome to Las Palomas packet was approved. Ken will check on cost of printing ?“Las Palomas?” note cards, which will be distributed to new residents. If cost is reasonable, note cards will also be given out to all other residents.
OLD BUSINESS
1. Updating the CC&R?’s?—the board will review one or two designated sections at each meeting to discuss any necessary changes. Our attorney has suggested that rules and regulations be separate from the CC&R?’S because once they are put into the CC&R document, it would be very hard to change them. Enforcement can be put into the CC&R?’S. Residents are encouraged to send e-mails, letters, etc. to state their feelings on the CC&R?’S.
2. Las Palomas needs to have a written policy regarding time frames for construction projects in the community. There needs to be target dates set and penalties levied if not met. Case in point, is the project on Lots 6/7?—this has been going on for an inordinate amount of time. Many residents feel that it is an eyesore because it has been left unfinished. This suggestion will be pursued further.
3. Painting?—all homes have been painted at least once. Now we need to decide how to proceed from here. Regardless of what is decided, the board will retain control.
4. Only certain businesses have been permitted out of a home. Generally, only those businesses that do not require meetings with individuals, who are not residents of Las Palomas, have been allowed. Any businesses creating traffic or requiring additional parking spaces are not allowed to operate within Las Palomas property.
The meeting was adjourned. The next meeting is scheduled for Wednesday, July 20th.
The residents?’ forum followed the meeting.
RESIDENTS?’ FORUM
1. Patti Wilson is concerned about all the pruning that needs to be done. She feels that it is too much work for Esteban and Javier and that another worker should be hired.
2. Sandy Rife would like to see the trimming done all at one time so the entire community looks nice.
3. Ken?’s response to the concerns of Patti and Sandy is that at this point in time we pay Paramount, our landscape company, to do general trimming and grass mowing. If we want more, we would have to pay for it. Esteban and Javier are responsible for more detailed trimming and maintenance of the common areas. More specific trimming has been scheduled, but not all at once.
4. Barbara Goldfarb feels that if residents want to pull weeds, water flowers, etc., in the common areas, they should be able to do so. Residents really need to consult with Javier or Bob before doing any work in the common areas.
5. Mr. and Mrs. Updike stated that some areas require much maintenance, (trees) and some areas do not (desert areas). They felt that there was just too much maintenance required. Ken responded by stating that most trees were planted by the original developer, and not necessarily ones that were appropriate for the desert climate we live in. We have to keep the existing trees maintained as they do provide shade, beauty etc..
6. Mr. Rife is concerned about the mailbox covers?—the one that houses their slot needs refurbishment and the closure mechanism repaired. Bob Wallace will follow up on this.
