What can be done about a neighbor who won't deal with a tree that has webworms?  I spoke to the neighbor and pointed out the webworms, and he said he isn't going to do anything about it.  I don't want my trees to get infested.

In the past I have used Lemon Joy to spray web worms in my Pecan tree. I would suggest that you spray his tree for him. I have used a hose sprayer that is designed for spraying poisons, however I am much more comfortable spraying detergent in the neighborhood and this has been very effective.
