I called Fairfax County police, but they just told me that the homeowner's association has to instigate an official complaint against particular people and not just littering day laborers in general who leave their garbage including glass beer bottles and cans and food trash on the side of Fountain Head Dr. and Zanuck Ct.
Someone from the homeowner's assn. has to tell the "picnickers" that it's not allowed cos it's on private property.

Is there anything that can be done to tell these people they are trespassing and littering and they're not allowed to do that? I've gone out when I've seen it happening and told them to take their trash with them, but for some reason it seems that the groups that gather along Little River Tnpk seem to find out that this is a safe haven for them to drink and litter in the afternoons.

Loose garbage can attract snakes and rats and possums.
