Little Spring Farm Neighborhood

I have noticed in the front of the neighborhood all the grass that is not part of homeowners lots is very well taken care of and there are sidewalks throughout.  I live on Radleigh Lane and back here is, I guess, an entrance to a nature trail.  But near the street there is no sidewalk and nothing but weeds.  Why isn't this area as well taken care of as the front of the neighborhood?
