Executive Board Statement of Philosophy (1991)

The Little Village Homes Association (LVHA) will strive to promote a higher quality of life for all residents within its boundaries, especially those who support their Association through the donation of their time, talents, and dues.

The LVHA will conduct itself and the business of the Association in an ethical and professional manner and will represent the Village by participating in other related Northland organizations dedicated to the improvement and safety of homes associations.

The LVHA believes in the “family” and supports activities designed to promote the Village through general meetings, garage sales, picnics and other social events.

The LVHA believes in the concept of environmental protection through the conservation of natural resources and the beautification of home and property through the support of Kansas City codes and ordinances.

The LVHA, always keeping in mind its goal to effectively serve the Village residents, must rely on its residents to serve on the LVHA board and committees.


 

Little Village Homes Association By-laws

ARTICLE I

The name of this organization shall be the Little Village Homes Association.

ARTICLE II

The Little Village Homes Association has for its fundamental purpose the organization of the homeowners of the subdivision into an association for the promotion of the general welfare of the subdivision.

Section 1 To represent the residents of the subdivision in any possible manner in regards to the village area.

Section 2 To maintain, as necessary, park areas and entrance.

Section 3 To cooperate with other civic organizations in the sponsoring of recreational, social, and beautification projects.

Section 4 All membership dues collected are to be used to maintain and benefit Little Village exclusively.

ARTICLE III

Section 1 Any person who is the legal owner of a home within the limits of Little Village, Clay County, Kansas City, Missouri, or rents a home in this area, is entitled to membership in this association subject to the consent of the Board of Directors of the Association.

Section 2 Annual dues shall be determined by the Executive Board and payable in May. No refunds will be given if a member moves away. New residents shall be eligible for membership upon payment of dues.

ARTICLE IV

The powers of this Association shall be vested in a Board of Directors consisting of a President, Vice-President, Recording Secretary, and Treasurer. There shall also be elected four to eight members to be known as the Executive Board who have the authority to vote for and represent the Association. Their term of office will be two years, commencing in March. Their duties will be to transact business during their years in office.

Section 1 The President shall preside at the general and special meetings and at Executive Board meetings. He will appoint committees and their chairpersons and serve as a delegate or appoint a person to serve as a delegate to Northland Neighborhoods, Inc (NNI).

Section 2 The Vice-President shall preside in the absence of the President. He/she will be chairperson of the Hospitality and Membership Committee and shall be responsible for welcoming new residents.

Section 3 The Recording Secretary shall keep an account of the proceedings of all meetings, and shall have custody of all records and books belonging to the Association except those of the Treasurer.

Section 4 The Treasurer shall receive all monies for deposit for the Association, pay out monies authorized by the board, and an account of all is to be kept. Checking and savings accounts shall be maintained at a Kansas City North area bank with a combined minimum balance of $200.00. A yearly audit will be performed by March 1 by the President, Treasurer and one other Executive Board member appointed by the President.

Section 5 The four to eight Executive Board members shall have full powers as members of the Board. They will serve on committees as appointed by the President and have full voting power.

ARTICLE V

Section 1 A general meeting will be held in March to elect officers for the coming year. Special Meetings can be called by the consent of the Executive Board. The Executive Board meetings shall be held once a month or as determined by the President.

Section 2 The Nominating Committee will be appointed by the President at the January Board meeting. This committee shall consist of three members. Nominations can also be made from the floor. Election will be at the March meeting by ballot unless there is only one candidate for each office, in which case election may be by voice vote.

Section 3 Members eligible to vote are those whose dues are paid. One vote per membership.

Section 4 A vacancy in any office shall be filled by a majority vote of the Executive Board with the exception of the President, which is automatically filled by the Vice-President.

ARTICLE VI

By-laws may be amended at any Executive Board meeting by two-thirds vote provided the amendment(s) have been submitted to the general membership 30 days prior to the call for discussion and vote.
