No neighborhood pride

How can we stop drivers from blasting car radios and boom boxes. I grew up here & now I am takiing care of my dad on Haniman Dr. So many people don't have any pride in their neighborhoodI feel like I live in a war zone. All day and night I hear loud booms and radios coming from cars. I'm afraid to ask them to stop. No one stops at the stop sign and people throw trash on private property and on the streets.Haniman Dr. becomes a raceway for the neighbors. I called the police but they don't show up. The corner of 54th and Haniman is a pig sty. Are their gangs here? What can we do to stop this?

Not pride, lack of respect

There are gangs in the area, but I don't think it's a lack of pride in the neighborhood that these people lack, but a lack of respect for others. A respect that they would demand be given to them, but are unwilling to give in return.
