Why are the lights on all night inside city hall? Is this necessary?

City Lights
There is an interior lamp on a dusk to dawn timer that provides light for seeing at night and a deterrent to vandalism. The exterior lights will also be dusk to dawn and are being installed soon. |

As the first writer asked, is this really necessary? And another thought, why not put the outside on motion instead of dusk to dawn? Less electric used. Money saved. |
