Meeting ?– MINUTES April 16, 2008

Meeting was held at the home of Steve Rann.

Opening Remarks
At 7:30 p.m., we determined a quorum was present

Minutes
Secretary read minutes from 4/4/08 meeting

Treasurer?’s Report
As of 3/21/08, the Maintenance Corp. balance is $16,255.82. Snow plowing balance is $11,490.34. Chris Voss will double-check these amounts as they differ from the balances noted in the Treasurer?’s Report of 4/4/08.

Committee Reports
None

Old Business
Communications ?– ideas for improving LPE3 communications:
- Place sign in front of development directing residents to LPE3 website. Use Plexiglas for protection and weight.

- Update website prior to placing sign directing residents to website

- Board members walk door-to-door to talk with residents ?– hand out flyers regarding website and community events such as yard sales, picnics, meetings, etc.
Financial
- Steve will call Gale regarding taxpayer identification number so New Castle County can hold resident assessment checks

- Web access to bank account

- Two signatures needed to write LPE3 checks. Paperwork completed to enable Steve and Chris V. to sign checks

- Mike Stipanic?’s name was removed from accounts

- Motion made and seconded to withdraw $10,000 from snowplow account where interest of 1% (?) is currently accruing. $10,000 will be placed in a six-month certificate of deposit with interest of approximately 2.85%

- Chris V. will check with Rich Sidowski regarding what approvals, if any, are needed to spend reserves to bring storm water ponds up to New Castle County code

Landscape Maintenance
- Board voted to approve Countryside?’s bid of $7,220 ?– this includes monthly cutting of grass around two retention ponds

Storm Water Ponds
- The board expressed concern with the performance of Countryside because the ponds have failed NCCo inspection the last two years. The board will be contacting NCCo to determine what the issues are and soliciting bids from contractors to bring us into compliance. Rich volunteered to attend a DENREC meeting regarding storm water management on 4/17/08

Goals
- Improve communications
- Meet every two weeks or so until we are up-to-speed
- Update status of LPE4?’s three houses to be built on Virtue Blvd. Steve will talk with Don, LPE3 lawyer about this


New Business
Consider speed bumps to deter reckless driving in LPE3. Rich will look into this.
